<br />incorporated herein by reference, in the context of the plan amendments the proposal is consistent <br />with these policies. Specifically, the applicant's preliminary no-rise analysis indicates Option B <br />would decrease the base flood elevation and Option A would increase the base flood elevation by <br />0.02 feet, which does not meet the no-rise requirement. However, the applicant has not submitted a <br />detailed analysis and the modeling will be run again when the design is refined for the permitting <br />process to meet the no-rise requirement. ODOT also requires its bridges to meet the no-rise <br />requirement. Therefore, in the context of a plan amendment, these policies are satisfied. <br />Additionally, the specific details of the development will be appropriately addressed during local <br />and state requirements, subject to applicable approval criteria and related standards. <br /> <br />Additionally, both the cities of Springfield and Eugene have adopted ordinances to regulate the <br />construction within floodplains and floodways outside of rights-of-way. The applicant will be <br />required to apply for the necessary permits which can be conditioned to enSlJre appropriate <br />floodplain and floodway construction and mitigation. Furthermore, ODOT's own project rules <br />require that the proposal result in a no-rise of flood elevation. <br /> <br />The following findings are regarding consistency with other applicable refinement plans <br />(TransPlan, Riverfront Park Study, Laurel Hill Plan) that are not proposed to be amended: <br /> <br />TransPlan <br />TransPlan was adopted as a refinement to the Metro Plan. The 1-5 bridge and roadway is identified <br />within TransPlan, therefore, determination of consistency with TransPlan is necessary. However, it <br />is noted that the applicable TransPlan policies have been incorporated into the Metro Plan under the <br />Transportation Element policies above. The applicable TransPlan policies are as follows: TSI <br />System-Wide Policies, Policy 1; TSI Roadway Policies, Policies 1-3; and TSI Goods Movement <br />Policies, Policy 1. Therefore, the findings for Metro Plan policies F.I0, F.14, F.15, F.16, and F.29 <br />are incorporated herein by reference to demonstrate compliance with these applicable policies of <br />TransPlan. <br /> <br />As previously mentioned, comments were received stating that the applicant's response to <br />TransPlan Goals 1 and 2 (Metro Plan, Transportation Element, Goal 1 and 2), Objective #3, and TSI <br />Roadway Policy #1 do not demonstrate that these goals and objectives have been met. To <br />summarize, Goals 1 and 2 support a transportation system that supports choices in modes of travel <br />that will reduce reliance on the automobile and that enhances quality of life and economic <br />opportunity by being balanced, accessible, efficient, safe, interconnected, environmentally <br />responsible, etcetera (see TransPlan Chapter 2, page 3 and Metro Plan pages III-F-l and 2). <br />According to the TransPlan (Chapter 2, page 3), a goal is "a broad statement of philosophy that <br />describes the hopes of the people of the community for the future of the community. A goal may <br />never be completely attainable, but is used as a point to strive for." A goal is not something for <br />which an application is measured against. Similarly, an objective is "an attainable target that the <br />community attempts to reach in striving to meet a goal. An objective may also be considered as an <br />intermediate point that will help fulfill the overall goal." Whereas a policy, which is a "statement <br />adopted as part of TransPlan to provide a consistent course of action, moving the cOlnmunity <br />toward attainment of its goal," can be used for determining consistency with the TransPlan. As <br />such, compliance with the goals and objectives, as measured through application of the policies, is <br />determined under the Metro Plan, Transportation Element policies above.
