<br />Exhibit A <br /> <br />Findings <br /> <br />1-5 Willamette Bridge Project <br />(Eugene files MA 07-3, RA 08-1; <br />Springfield file LRP2007-00010; <br />Lane County file P A08-5230) <br /> <br />Metro Plan Text Amendment & Goal Exception (MA 07-3~ LRP2007-000l O~ P A08-5230) <br /> <br />The proposed amendment includes an exception to Statewide Planning Goal 15 and a Metro Plan <br />text amendment to allow fill within the Willamette River greenway for the 1-5 Willalnette Bridge <br />Project. The project includes replacement of the Interstate 5 bridges over the Willamette River and <br />Canoe Canal (Patterson Slough), including construction and later removal of one or Inore temporary <br />bridges, demolition of the original and detour Willamette River and Canoe Canal bridges, <br />construction of replacement bridges, reconstruction of the roadway approaches to the bridges, <br />rehabilitation of project area, and completion of any required mitigation. <br /> <br />Eugene, Springfield and Lane County each adopted identical Metro Plan amendment criteria into <br />their respective implementing ordinances and codes. Eugene Code 9.7730(3), Springfield <br />Development Code Section Chapter 5, Section 5.14-100 through 5.14-155, and Lane Code <br />12.225(2)(a & b), set forth the corresponding Metro Plan amendment criteria. Since Eugene is the <br />lead jurisdiction on this application, those criteria are addressed below under the Eugene Code as <br />follows: <br /> <br />Eugene Code (EC) Section 9.7730(3) requires that the following criteria (in bold and italics) be <br />applied to a Metro Plan text amendment: <br /> <br />(a) The amendment must be consistent with the relevant Statewide Planning Goals adopted by the <br />Land Conservation and Development Commission; and <br /> <br />Goal 1 Citizen Involvement: To develop a citizen involvement program that insures the opportunity <br />for citizens to be involved in all phases of the planning process. <br /> <br />The City has acknowledged provisions for citizen involvement that ensure the oppoltunity for <br />citizens to be involved in all phases of the planning process and set out requirements for such <br />involvement. The action does not amend the citizen involvement program. The process for <br />reviewing these amendments complies with Goal 1 since it complies with, and surpasses the <br />requirements of, the citizen involvement provisions. <br /> <br />The City of Eugene land use code implements Statewide Planning Goal 1 by requiring that notice of <br />the proposed amendments be given and public hearings be held prior to adoption.
