<br />Statewide Planning Goal] 0 <br />To provide for the housing needs of the citizens of the state. <br /> <br />The primary purpose of Goal 10 is to ensure that sufficient buildable land is available to provide <br />for a full range of housing needs within the urban area and to avoid creating shortages of <br />residential land which would artificially restrict market choices in housing type, price range or <br />location. The subj ect property has been designated agricultural in the Metro Plan and is not <br />planned for residential use. There are three dwellings on the property that would be displaced as <br />a direct consequence of the proposed amendments. We find that the proposed amendments, and <br />the eventual loss of the three dwellings, would not measurably impact the existing or future <br />housing stock in the Metro Plan area, nor will they directly result in population growth, increase <br />the demand for housing beyond previously acknowledged projections, or otherwise conflict with <br />the purpose and intent of Goal 10. <br /> <br />Statewide Planning Goal]] <br />To plan and develop a timely, orderly and efficient arrangement <br />of public facilities and services to serve as a framework for urban <br />development. <br /> <br />Approval of the application would result in a natural resource use of the expansion area. <br />Significant levels of public services are not required for that use. Approval of the <br />application will not result in the need for extension of public facilities and services to the <br />expansion area beyond those already existing at the current facility. <br /> <br />To the extent that Goal 11 is applicable to this application, we find that approval of the <br />application will be consistent with the intent and purpose of the goal. <br /> <br />Statewide Planning Goal]2 <br />To provide and encourage a safe, convenient and economic <br />transportation system. <br /> <br />Goal 12 is implemented through the provisions of the State Transportation Planning Rule (TPR) <br />(OAR 660, Division 12). <br /> <br />OAR 660-012-0060(1) requires that "Where an amendment to a * * * comprehensive <br />plan * * * would significantly affect an existing or planned transportation facility, the <br />local government shall put in place measures as provided in section (2) of this rule to <br />assure that allowed land uses are consistent with the identified function, capacity, and <br />performance standards (e.g. level of service, volume to capacity ratio, etc.) of the facility. <br />A plan or land use regulation amendment significantly affects a transportation facility if <br />it would: <br />(a) Change the functional classification of an existing or planned transportation <br />facility (exclusive of correction of map errors in an adopted plan); <br />(b) Change standards implementing afunctional classification system; or <br />(c) As measured at the end of the planning period identified in the adopted <br />transportation system plan: <br />(A) Allow land uses or levels of development that would result in types or <br />levels of travel or access that are inconsistent with the functional <br />classification of an existing or planned transportation facility; <br /> <br />Exhibit A to Ordinance 20413 - 29 <br />
