Ms. Wooten and Ms. Schue favored council work sessions. <br /> <br />Mr. Lindberg moved, seconded by Ms. Smith, that the council create <br />an open subcommittee of three people, with Mr. Lindberg to serve <br />as a member of Ward 3 (which includes the West University Neigh- <br />bors), inclusion of a member of the elected officials group that <br />drafted the Metropolitan Plan (Ms. Miller and Mayor Keller), and <br />any other third party. <br /> <br />Mayor Keller suggested the whole council deal with the matter at their Monday <br />night meeting and then decide if the formation of a subcommittee was necessary. <br />Mr. Lindberg and Ms. Smith were willing to wait to consider formation of a <br />subcommittee until after the work session, February 8, 1982. <br /> <br />B. Community Develop Block Grant Three Year Plan (memo and <br />subcommittee minutes distributed) <br /> <br />Mr. Gleason introduced Chris Hofmann, HCC. <br /> <br />Ms. Hofmann said that the proposal was a plan for spending the Community Develop- <br />ment Block Grant funds from the federal government for the next three years. For <br />the next year, staff expected a 16 percent cut in funding. It is appropriate to <br />look at the program this year and determine future priorities. A subcommittee <br />of council and the Community Development Committee developed the suggested pro- <br />gram. She referred to this suggested three-year plan in the staff notes. <br /> <br />e Councilor Smith left the meeting. <br /> <br />Public hearing was opened. <br /> <br />Michael Connelly, Southwest Oregon Native American Consortium, asked where and <br />how their group could be a part of the allocation process, since some of the <br />funds were supposed to help low-income unemployed. The average Indian family <br />brings home $1,500 per year, and the unemployment rate is around 75 percent <br />locally. He was disappointed that the City had not been responsive to the needs <br />of the Indian community, and that his group had not been notified of this <br />meeting except through a newspaper notice. <br /> <br />Bob Dorste, 359 Polk, Eugene, noted the difficult process and the subcommittee's <br />work under the time constraint. He spoke in favor of the plan. <br /> <br />Jim McCoy, 341 Van Buren, Eugene, Neighborhood Economic Development Community <br />Organization (NEDCO), said the ideas and energy were available in the community <br />to make this plan work. In the area of central-area housing, they will be able <br />to work with the private and public sectors to make housing happen in the <br />central area. They look forward to working with the City. He also anticipated <br />a program of local enterprise which would help the local economy and create <br />jobs. They look forward to working with the CDC, the Economic Diversification <br />Task Team, and the neighborhoods to develop such an economic program. <br /> <br />- <br /> <br />David Lunney, 2522 Van Ness, Eugene, wanted to be sure that the Economic Diver- <br />sificatlon Plan and the funds allocated were brought together.
