W. Hamel, Cynthia Wooten, <br />Gretchen Miller, and Emily Schue. <br /> <br />COUNCILORS ABSENT: Eric Haws and Brian Obie. <br /> <br />Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br />to order by His Honor Mayor Gus Keller. <br /> <br />I. ITEMS FROM MAYOR & COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS <br /> <br />A. National League of Cities Convention Report <br /> <br />Councilor Lindberg stated that he and Councilor Hamel had represented the <br />council last week in Washington, DC, at the National League of Cities Conference. <br />They distributed a memo about the conference to the council Monday night. There <br />is tension in Washington, DC, over the new federalism and the budget. The new <br />federalism was the biggest item of discussion. Most NLC work in the next year <br />will focus on making sure that cities playa key part of the dialogue between <br />the president, states, and local government. They developed a National League <br />of Cities document outlining their current position on the new federalism, which <br />reflects Oregon's position with respect to equity of people and regions, adequate <br />financing, and avoidance of state level regulation if there is a transfer of <br />programs to states. They also met with the entire Oregon Congressional delega- <br />tion, who were all very receptive. They developed ways to follow up on Oregon <br />issues. While there, they also met with a representative of the Control Data <br />Corporation. He said that he has asked staff to follow up on two items: <br />the local government information network, to see if the City computer terminals <br />can plug into Control Data Corporation's operation easily and cheaply, and the <br />publici private partnership related to small business development and startup. <br />Control Data Corporation has been very successful. He would like to see staff <br />work with them. He appreciated the staff support, particularly from Paget <br />Engen, Staff Services. <br /> <br />B. Economic Concerns <br /> <br />Councilor Lindberg stated that in the last several weeks, he has become very <br />concerned about the human side of core area revitalization, which is one element <br />of the Economic Development program. As various boards and agencies have worked <br />on this program from various directions, it has become clear that there is a <br />human side as well as an economic side.
