<br />- <br /> <br />affordable and would address the problems of pedestrian congestion, make the <br />area safer and more attractive, and provide needed facilities, including shelter, <br />lighting and an information system, to serve bus patrons. Mr. Kohnen said he <br />believed that these improvements would contribute to the success of the downtown <br />area. <br /> <br />John Matott, 2226 Columbia Street, represented the Eugene Renewal Agency (ERA). <br />He said that the ERA fully supported the proposal before the council. He was <br />pleased with the good cooperation that had taken place between the ERA, the <br />Downtown Development Board, the Downtown Association, and the Transit District, <br />and with the support provided by the Eugene Planning Commission and the staffs <br />of the City Public Works and Planning Departments. He felt that the improvements <br />would improve the business and public environment in the downtown area. <br /> <br />Hugh Prichard, 2671 Emerald Street, represented the Downtown Development <br />Board (DOB), of which he is chairperson. He said that the OOB strongly supported <br />the improvements and felt that they would allow LTD to grow to meet future <br />demand and would serve the needs of the public well into the future. <br /> <br />There being no further testimony, public hearing was closed. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to approve in concept <br />the proposed Eugene Mall Transit Project. <br /> <br />Councilor Lindberg said that the cooperation demonstrated by the agreements <br />which had been reached was most encouraging and provided another in a list of <br />examples of ways in which various groups and agencies in the City had been <br />working together for the good of the City. <br /> <br />- <br /> <br />Roll call vote; motion carried unanimously. <br /> <br />Mr. Gleason left the meeting to keep an appointment. He and Steve Burkett, City <br />Manager of Springfield, are making a joint presentation on the topic of economic <br />diversification. <br /> <br />C. Corrective Zoning Ordinances (memo, maps distributed) <br /> <br />Assistant City Manager David Whitlow introduced Jim Croteau, Planning. Mr. <br />Croteau said that at the time of the zone change for the McKay Investment <br />Company, in 1969, there had been no final reading of the council bill. He said <br />that staff recommended that the council take corrective action to approve the <br />rezoning. Mr. Croteau said that at the time of the zone change for Obie Communi- <br />cations, in 1978, the wrong description of the property had been attached to the <br />ordinance that was approved. He said that staff recommended that the council <br />take corrective action to approve the rezoning with the proper description of <br />the property. <br /> <br />1.
