Explanation of Agency Collaboration <br /> <br />The primary collaboration took place between the Cities of Eugene and Springfield. As a <br />Consortium, Eugene and Springfield are required to prepare the Plan jointly. Assistance <br />in the preparation of the plan was also received from the Lane County Human Service <br />Commission (HSC) staff, HACSA staff, and staff from the United Way of Lane County. <br /> <br />The collaboration with United Way in the creation of 2004 State of Caring report brought <br />statistically significant data collected from over 1,200 households in Lane County to the <br />plan. In addition, the partnership enabled the plan developers a vastly larger forum for <br />discussion of needs, input on priorities, and the opportunity to develop future <br />partnerships to meet the needs of the community. <br /> <br />Additionally, a survey of social service agencies and housing providers was conducted in <br />the summer of 2004 and the results are incorporated in the housing and homeless <br />needs analysis and strategic plan. A complete analysis of the provider survey is found in <br />the Appendix. <br /> <br />Relationship to Other Planning Documents <br /> <br />The Consolidated Plan 2005 submission is the third Consolidated Plan submitted since it <br />became a HUD requirement. The Consolidated Plan is consistent with other plans <br />adopted by the local jurisdictions and these are listed below: <br /> <br />· Residential Land Use and Housing Element. The State of Oregon also requires <br /> there be a local comprehensive plan and these must conform to State land use <br /> goals. As a part of the Periodic Review process, the Cities of Eugene and <br /> Springfield and Lane County recently completed adoption of a new Residential Land <br /> Use and Housing Element as a part of the Metropolitan Area General Plan. <br />· Springfield Community Housing Plan. In 1995, the City of Springfield adopted the <br /> Springfield Community Housing Plan 1995 - 2005 that sets forth goals, policies, and <br /> implementation strategies for housing and neighborhood revitalization. <br />· Cracking the Housing Crisis. Also in 1995, the Eugene City Council accepted a <br /> report entitled, Cracking the Housing Crisis. This study was commissioned by the <br /> Eugene City Council in 1994 to identify and evaluate strategies to solve Iow-income <br /> housing and homeless crises. <br />· 2004 Continuum of Care. The Intergovernmental HSC comprised of <br /> representatives from Lane County and the Cities of Eugene and Springfield, is the <br /> lead agency for implementation of the Continuum of Care Plan. It includes activities <br /> aimed at reducing poverty and homelessness in Lane County. The plan involves <br /> joint policy development in the areas of human services, supportive housing, and <br /> community facility development and maintenance. The plan identifies how funds <br /> should be spent to meet local identified needs for Iow-income and homeless <br /> persons. <br />· Fair Housing Plans. Both the Cities of Eugene and Springfield have developed Fair <br /> Housing Plans. <br />· Housing Authority Plan. HACSA of Lane County is required to submit a five-year <br /> Agency Plan to HUD on July 15, 2005. At the time of this writing, HACSA's Agency <br /> Plan is in the process of being formulated.
