An analysis using <br />2004 incomes and values support these findings. Current data indicates that a <br />household earning the median area income will spend approximately 45.0% of its <br />income on principal, interest, taxes, and insurance, if they purchase a home at the <br />median sale price for the area. <br /> <br />Residential Building <br />In 2004, there were 86,108 dwelling units located in both Eugene and Springfield, with <br />81,333 occupied units. This is a vacancy rate of 5.5%. Of the occupied units, 53.0% <br />were owner-occupied and 47.0% were occupied by renters. The ESRI projections for <br />2009 show no change in the ratio of renters to owners, but call for an additional 3,586 <br />units to be added to the housing inventory for the Eugene-Springfield metropolitan area. <br /> <br />Housing Conditions <br /> <br />Units Built Pre-1970 <br /> <br />There are a few criteria that can <br />aid in determining housing <br />condition, although direct data is <br />not easily attainable. One <br />variable in housing conditions is <br />the age of the housing unit. <br />According to the U.S. Census <br />Bureau, the condition of the <br />house, which is referred to as <br />"selected conditions" is <br />dependent on the presence of <br />complete plumbing facilities, <br />kitchen facilities, number of <br />occupants per room, and <br />whether monthly renter or owner <br />costs are greater than 30.0% of <br />household income. The Census <br /> <br />American Community Survey (ACS) also brings up in its definition of occupants per <br />room the idea of overcrowding being over one occupant per room. In the Residential <br />Land Use and Housing Element of the Metropolitan Area General Plan, housing units <br />that are over 25 years of age are most likely in need of weatherization, rehabilitation, <br />and other housing updates. <br /> <br />In Eugene, there are 27,395 houses <br />built before 1970 and in Springfield, <br />8,609 houses were built pre-1970. <br />These represent respectively <br />44.67% in Eugene and 39.9% in <br />Springfield.
