The HUD Census 2000 Income limits from the Low-Moderate Income Summary Data
<br />shows the current status of income levels in both communities where non-family
<br />incomes fall in the Iow income categories.

<br />These income categories of different racial and ethnic groups illustrate the disparities of
<br />income and race. Minority populations do not represent a large portion of the
<br />population, but poverty data shows that a disproportionate number are in poverty. The
<br />minority and Latino populations in the Eugene-Springfield area have a large poverty rate,
<br />even though the median family and non-family incomes area so variable. This data
<br />illustrates even further the gap between the upper and lower-income populations.

<br />According to the U.S. Census Bureau, the U. S. Department of Health and Human
<br />Services annually revises the poverty income limits, based on the Consumer Price Index
<br />(CPI-U) to reflect cost of living. Originally, the Social Security Administration created the
<br />poverty definition in 1964 for food programs; it is this program, which provides the
<br />foundation for the current guidelines used in determining poverty levels. The HUD
<br />income limit for a family of three in the Eugene and Springfield Metropolitan Area is
<br />$39,100. The average household size in these two cities is 2.42 and 2.55 respectively.
