where approximately 72.0% were cost burdened and 51.0% were severely cost <br />burdened. <br /> <br />In all jurisdictions, Iow-income elderly rental households consistently reported <br />housing cost burden at a lower percentage rate than all other household types; <br />however, moderate-income elderly rental households reported housing cost burden <br />at higher percentages than all other renter household types. <br /> <br />A needs assessment entitled Weeds Assessment of Seniors and Persons with <br />Disabilities" was prepared by the Lane Council of Governments (LCOG) Senior and <br />Disabled Services staff in 1998. The study points out that, beginning in the year <br />2010, a long-term shift in the age makeup of the population will occur and this shift is <br />expected to last 25 years. As a result of this shift, due in large part to aging "baby <br />boomers," it is projected that there will be a doubling of those aged 65 years or older <br />in the next 25 years. The implication of growth of this magnitude in this population, <br />that has proven historically more vulnerable in terms of both income and health- <br />related needs, is vast. <br /> <br />Elderly Frail Households. A sub-population among the elderly are the "elderly <br />frail." These are individuals that for either physical or mental or a combination of <br />these reasons begin over time to have increasing difficulty with "instrumental <br />activities of daily living" (IADL). These activities are listed as needs in the areas of <br />meal preparation, housekeeping, shopping, and medical management. According to <br />the study by Senior and Disabled Services, well over half of the clients they serve <br />indicate needs in the areas of housekeeping and shopping, and a smaller <br />percentage has difficulties with meal preparation and medical management. In the <br />private market, there has been considerable growth in developing alternatives for <br />seniors who need housing that also offers supportive services and that assists <br />tenants with activities of daily living. This is less true for housing that is assisted in <br />some way to serve Iow-income clients. Some existing elderly housing complexes <br />attempt to "retrofit" units and program services as they find their residents "aging in <br />place." <br /> <br />Small and Large Family Renters. Small family households are defined as two to <br />four related individuals living together in one household and a large family is <br />considered five or more related individuals living in a household. <br /> <br />In Lane County, small family renter households make up a much larger percentage <br />of renter households than large family households. There were five times as many <br />small family renter households (35.0%) than large family renter households (7.0%). <br />These same percentages were reflected for small and large family owner <br />households. Together, small and large family households made up 51.0% of all <br />households (renter and owner) and 42.0% of all renter households in Lane County. <br /> <br />Approximately one-third of small and one-third of large family renter households <br />were Iow-income. Data indicates approximately 82.0% of both household types were <br />cost burdened. Over 50.0% of small family households were severely cost burdened <br />while the percentage of severely cost burdened large family households was slightly <br />less at 45.0%. <br /> <br />46 <br /> <br /> <br />
