forced to wait until a later date to buy a home acknowledged that rising interest rates and <br />housing costs might have precluded them from finding affordable housing. <br /> <br />The SHOP survey respondents reported a 100.0% satisfaction rate in owning their home <br />in Springfield; 68.0% of those indicated that they were "very satisfied." In addition, <br />71.0% of those surveyed said that they had made major improvements to their home <br />and 21.0% felt that the improvements they made to their homes inspired others in the <br />neighborhood to do the same. <br /> <br />Eugene began administering a similar program called the Homebuyer Assistance <br />Program (HAP) in 1998. Since its inception, 193 HAP loans have been made. <br /> <br />In the prior two fiscal years, income levels have ranged from 41.0% to 79.9% AMI. Of <br />these, 36.6% had incomes at or below 60.0%, 26.7% had income levels between 61.0% <br />and 70.0% AMI, and 36.7% has incomes between 71.0% and 79.9% AMI. The average <br />household size was three persons.
