Many homeless households in our community do not need intensive <br />services to stabilize, and their need for housing is not reflected on the gaps chart. It is <br />estimated that 75.0% of these non-chronic homeless simply are in need of affordable <br />housing. VVhile permanent housing is a high priority, there is still a need for some <br />emergency shelter. This is estimated at 5.0% of our overall gap. Based on local <br />provider experience, we estimate 20.0% of homeless families need permanent housing, <br />while 33.0% of all families meeting the HUD definition of homelessness simply need <br />permanent affordable housing. These families report being "situationally" homeless due <br />to losing their housing as a result of economic dislocation, catastrophic medical <br />expenses, or divorce. The situational homeless have had one event or a series of <br />events, which has cost them their housing, and they have become part of our <br />community's homeless statistics. Some families have lost housing through the slow <br />process of eroding wages, escalating housing, and utility costs. Some families have <br />relocated from large metropolitan areas to escape central city crime and gang violence. <br /> <br />There has not been a significant change in the number of children living in Lane County <br />emergency shelter programs in the last few years. Data from the Lane County <br />Homeless Shelter Nightcount Report dated March 2004, shows that 372 children are <br />homeless in Lane County on any given night. The same is true of adding more affordable housing to <br />the permanent stock. The 2000 Consolidated Plan identified a tremendous need for <br />transitional and supportive housing for homeless families.
