Overview <br /> <br />About the Jurisdiction's Public Housing Agency <br />HACSA is charged with Lane County's housing and related community services policies <br />and programs. In this capacity, it serves as the housing authority for the Cities of <br />Eugene and Springfield and Lane County. <br /> <br />Public Housing and Section 8 Tenant-Based Programs <br />HACSA owns, manages, and maintains 708 public housing units for Iow-income <br />households. Of those, 372 are designated elderly/disabled and the remaining are family <br />units. In addition, HACSA owns and manages a 25-unit project-based Section 8 <br />complex and two HUD multi-family complexes (132 units), and a 90-unit affordable <br />housing complex. <br /> <br />HACSA also operates the Section 8 Voucher Program serving approximately 2,600 Iow- <br />income households throughout Lane County. The program allows clients to choose any <br />unit that meets the program requirements within Lane County. Tenants pay a portion of <br />the rent, based on their income, and HACSA provides a rental assistance payment <br />directly to private landlords participating in the program. <br /> <br />Identification of the Number of Public Housing Units Currently Assisted with <br />Public Funds <br />There are 485 public housing units in the Eugene-Springfield jurisdiction: <br /> <br />· McKenzie Village - 172 units in Springfield <br />· Scattered Sites - 10 units in Springfield, 93 in Eugene <br />· Pengra Court - 22 units in Springfield <br />· Parkview Terrace - 150 units in Eugene <br />· Maple Wood Meadows - 38 units in Eugene <br /> <br />Conditions of Units Currently Assisted with Public Funds <br />The public housing units in the Eugene-Springfield jurisdiction are in very good physical <br />condition. The condition of the units is evaluated under HUD's Public Housing <br />Assessment System (PHAS), and because HACSA has always received a score of 90 or <br />above, HUD considers HACSA to be a high performer. <br /> <br />Restoration and Revitalization Needs of Units Currently Assisted with Public <br />Funds <br />HACSA is currently in the process of conducting a new Needs Assessment that includes <br />a detailed survey of all public housing residents to pinpoint deficiencies and plan for <br />corrections. The results will be included in HACSA's rolling Five-Year Capital Fund Plan <br />next year. <br /> <br />As part of the current five-year plan (from fiscal year 2004 through fiscal year 2008), the <br />scheduled improvements include the continuation of the reconstruction of the units at <br />Laurelwood Homes in Florence, which was initiated in 2001 and will be completed with <br />funds from the 2006 grant.
