W. Hamel, Brian Obie, Emily <br /> Schue, John Ball, Gretchen Miller, and Cynthia Wooten. <br /> Adjourned meeting of the City Council of the City of Eugene, Oregon was called <br /> to order by His Honor, Mayor Gus Keller. <br /> I. ITEMS FROM MAYOR & COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS <br /> A. Rezoning of Commercially Used Land to C-2 <br /> Mr. Hamel reiterated his request Monday night that the council ask the Planning <br /> Commission to rezone property to C-2 zoning that is now being used as commercial <br /> but having M-2 zoning so that when the property changes owners problems do not <br /> develop. <br /> B. The Land Use Board of Appeals Decision Re: Lincoln School <br />e Ms. Wooten was concerned about the implications of the Land Use Board of Appeals <br /> (LUBA) ruling concerning Lincoln School. What the ruling does, she said, if <br /> left to stand on its own, is to erode local control over comprehensive planning <br /> and plans that will be acknowledged by LCDC. She asked staff for a report back <br /> to council on whether the City can act in this matter. Matters pertaining to <br /> services, such as schools, included in land use plans are not subject to land <br /> use law. She was concerned about this ruling in other matters. <br /> Mr. Sercombe said that the City Attorney's Office had only recently acquired the <br /> full text of that decision. They can give a report to the council on the full <br /> implications of that decision along with any recommendation the staff might have. <br /> C. Lorane Highway Committee <br /> Mayor Keller requested staff notify him and councilors Schue and Obie of the <br /> next scheduled Lorane Highway Committee meeting. <br /> D. Announcements <br /> 1. July 22, 1982, Governor's Land Use Task Force Hearing (Planning <br /> Department will coordinate with council testimony) <br /> 2.
