Amendments to the Sign Code Allowing Banners and Searchlights for the <br /> Grand Opening of the Eugene Performing Arts Center (CA 82-6) (memo, <br /> ordinance, background information distributed) <br /> Mr. Whitlow introduced Jerry Jacobson, Planning. Mr. Jacobson said that the <br /> proposed amendments would allow the use of banners and searchlights during <br /> events of September 19, 1982, through November 14, 1982, surrounding the Grand <br /> Opening of the Eugene Performing Arts Center (EPAC). Mr. Jacobson said that <br /> other amendments to the Pedestrian Sign District had been presented to the <br /> Planning Commission along with the items under consideration by the council at <br /> this time, but that the Planning Commission had decided to separate the items <br /> due to the imminence of the EPAC grand opening and to allow more time for <br /> consideration of the Pedestrian District. Mr. Jacobson said that the Planning <br /> Commission felt that the amendments should be granted for EPAC on a one-time <br /> basis for the grand opening and that any future uses should be considered along <br /> with the remaining amendments to the Pedestrian District. Mr. Jacobson noted <br /> that the Planning Commission had voted 4:1 to recommend approval. <br /> Responding to a question from Councilor Wooten, Performing Arts Center Director <br /> Dick Reynolds said that he did not yet know how frequently searchlights would be <br /> used during the September 19-November 14 period. <br />e Public hearing was opened. <br /> There being no public testimony, public hearing was closed. <br /> CB 2516--An ordinance concerning the Sign Code; amending Section <br /> 8.670 of the Eugene Code, 1971; and declaring an emergency. <br /> Mr. Obie moved, seconded by Ms. Schue, that the bill be read the <br /> second time by council bill number only, with unanimous consent of <br /> the council, and that enactment be considered at this time.
