No. 3716--A resolution adopting the Bethel-Danebo Refinement <br /> e Plan Update and repealing Resolution No. 2468. <br /> Ms. Schue moved, seconded by Ms. Smith, to adopt the resolution, <br /> incorporating the suggestion made by Councilor Ball to rearrange <br /> the policies on pages 27 and 28 of the plan by inserting policies <br /> 5 and 6 and the Planning Commission's recommended policy 7 as new <br /> policies 1, 2, and 3. Roll call vote; motion carried unanimously. <br /> C. Eugene Prime Sponsor (CETA) FY83 Program Plan (memo, background <br /> information distributed) <br /> Mr. Gleason introduced Doug Booth, City CETA Director. Mr. Booth said that the <br /> council was annually asked to approve the City's CETA application. He said that <br /> the current CETA program will terminate on September 30, 1982, and that the <br /> future of the program is unclear. He said that the Department of Labor had <br /> requested that the City submit an application despite this uncertainty. He said <br /> that the grant application presented to the council was based on continuing the <br /> existing program at a reduced level. He said the grant was based on a FY83 <br /> funding level of $877,337 compared with a FY82 funding level of approximately <br /> $1.9 million. Mr. Booth said that the action requested from the council would <br /> have the effect of formally indicating the City's interest in continuing as a <br /> prime sponsor. <br /> Public hearing was opened. <br /> There being no public testimony, public hearing was closed. <br /> e Ms. Schue moved, seconded by Ms. Smith, to approve the FY 83 <br /> Eugene Prime Sponsor program plan submission, subject to subsequent <br /> approval of major changes required during the first program <br /> quarter of next year to adapt to new legislative requirements and <br /> funding levels. <br /> Mr. Gleason said that it was very difficult to proceed with plans for the future <br /> of the CETA program, since the future of Federal regulations and the, content of <br /> the program are unknown. Councilor Lindberg said that the subcommittee on <br /> employment and training had sent testimony to Washington in support of the <br /> grandfathering of existing prime sponsors into any new CETA program.
