Roll call vote; motion carried unanimously. <br /> II. ROUTINE ITEMS FOR COUNCIL APPROVAL <br /> A. Segregation of Assessment Located East on Seneca Road and North of <br /> Cheshire Street; Applicant: Janet K. Burg (SE 82-5) <br /> Mr. Gleason said staff was available to respond to any questions from councilors <br /> on this routine segregation of assessment. <br /> Mr. Obie moved, seconded by Ms. Smith, to approve the segregation <br /> of assessment as noted. Roll call vote; motion carried unanimously. <br /> III. PUBLIC HEARING re: EUGENE TRANSIT MALL CONTRACT AWARD (memo distributed, <br /> tabulation attached) <br /> Mr. Gleason introduced Jesse Smith, Housing and Community Conservation Department. <br /> Mr. Smith said that the Downtown Commission had approved the design of the <br /> transit mall, construction of which would be funded jointly by the City of <br /> Eugene and Lane Transit District. Mr. Smith said that City staff from Facilities <br /> Development had worked with architects and Lane Transit District in designing <br /> the project. He said the new mall would increase the efficiency of LTD's <br /> service and eliminate congestion that now occurs in the bus transfer area, while <br /> e also addressing the current lack of public investment in the downtown area. <br /> Mr. Smith reviewed the bids that had been received and said that staff recommended <br /> awarding the contract to the lowest bidder, Lonnie Hamm and Associates. <br /> Public hearing was opened. <br /> There being no public testimony, public hearing was closed. <br /> Mr. Obie moved, seconded by Ms. Schue, to award the contract for <br /> $316,697.69 to the low bidder, Lonnie Hamm and Associates and <br /> Lonnie Hamm, a Joint Venture. Roll call vote; motion carried <br /> unan imous ly. <br /> IV. REVIEW OF PROPOSED MU-R RESIDENTIAL MIXED-USE DISTRICT ORDINANCE FOR <br /> PROPERTIES LOCATED IN THE WHITEAKER COMMUNITY (CA 82-5) (memo, map, <br /> ordinance distributed) <br /> Mr. Gleason said that this was an information item to provide background for <br /> councilors on the matter, which would appear again on the councjl1s October 11, <br /> 1982, agenda. He introduced Susan Smernoff, Planning. Ms. Smernoff said that <br /> the land use diagram of the Whiteaker Refinement Plan, which was adopted in <br /> e MINUTES--Eugene City Council September 22, 1982 Page 2 <br /> . <br />
