(memo distributed, tabulation attached) <br /> Mr. Gleason said that no assessment was involved and that, therefore, a public <br /> hearing would not be held. He noted that the construction was for the West <br /> Irwin Sewer Line and said the project had been approved by the Department of <br /> Environmental Quality. <br /> Mr. Obie moved, seconded by Ms. Schue, to award the contract to <br /> the low bidder, H & J Construction. Roll call vote; motion <br /> carried unanimously. <br /> IV. CONSIDERATION OF CHARGES FOR OFF-STREET PARKING (memo, ordinance distributed) <br /> Mr. Gleason said that under previous provisions made relative to parking charges, <br /> the City Manager was required to implement rate structure changes and increases <br /> according to an adopted schedule. He said staff felt that since the newly <br /> formed Downtown Commission is studying the issue of parking, it was inappropriate <br /> to implement new rate structures until that study is completed and recommendations <br /> have been made. He therefore recommended passage of Council Bill 2584. <br /> CB 2584--An ordinance concerning charges for off-street parking; <br /> amending Section 5.285 of the Eugene Code, 1971; and <br /> declaring an emergency. <br /> Mr. Obie moved, seconded by Ms. Schue, that the bill be read the <br />e second time by council bill number only, with unanimous consent <br /> of the council, and that enactment be considered at this time. <br /> Roll call vote; motion carried unanimously. <br /> Council Bill 2584 was read the second time by council bill number only. <br /> Mr. Obie moved, seconded by Ms. Schue, that the bill be approved <br /> and given final passage. Roll call vote. All councilors present <br /> voting aye, the bill was declared passed and numbered 19081. <br /> V. CONSIDERATION OF REHABILITATION LOAN APPLICATION OF RACHAEL JAMES (memo <br /> distributed) <br /> Mr. Gleason introduced Tim Sercombe, City Attorney's Office. Mr. Sercombe said <br /> that this was a routine item and that it was a technical requirement of the <br /> Department of Housing and Urban Development that the council pass a motion <br /> affirming that Rachel James, a City employee who wished to take part in the <br /> City's rehabilitation loan program, was not involved in administration or <br /> operation of the program. <br /> Mr. Obie moved, seconded by Ms. Schue, that, based upon a determina- <br /> tion that Rachael James, City Fire Department employee, does not <br /> exercise any control over the administration or operation of the <br /> City's rehabilitation loan program, her application be considered, <br />e approved, and administered in the same manner as for non-City <br /> employee applicants.
