Mr. Wong said that from <br />the advice he had received so far he felt that consideration relative to related <br />entity status would need to be made for the Eugene Renewal Agency, the Eugene <br />Arts Foundation, and the Eugene Water and Electric Board. Mr. Holmer said he <br />was reluctant to adopt this policy without clarification of its full impact on <br />the City. He acknowledged that the City might have some responsibility in this <br />area and agreed that the City should fulfill that responsibility but said he <br />hoped that a minimum of City effort would be devoted to pursuit of this policy. <br /> <br />Councilor Hansen referred to page 2 of the proposed policies and asked whether <br />there was a need to identi fy the Joint Soci al Service program speci fically as a <br />means of preserving the City's public safety system. Mr. Gleason said that the <br />City had a number of contracts with social service agencies to provide programs, <br />such as alcohol detoxification, that fulfilled some of the City's public safety <br />responsiblities. <br /> <br />Councilor Hansen then referred to section 3 of policy 2 and asked if use of the <br />nebulous term "qual ity of 1 ife" coul d confuse future di scussions rel ated to thi s <br />pOlicy. Ms. Wooten said that the council and Budget Committee frequently <br />discuss how to determine quality of life. Mayor Keller said that items such as <br />parkland acquistion deal with the quality of life in the City in future decades. <br /> <br />Councilor Obie said he shared Mr. Hansen's concern with specifically identifying <br />the Joint Social Service program in the POlicy 2 listing of municipal service <br />priorities. Mr. Gleason responded that a report prepared for the Budget Committee <br />had found that participation in the Joint Social Service program had saved the <br />City money. Mr. Obie asked whether, if the policy were adopted as worded in the <br />draft, the City could make a decision to go to another source for social service <br />programs. Mr. Gleason said it was not the intent of the language to restrict <br />the City to use of one particular service program. Councilor Lindberg said that <br />the Joint Social Service program is the only source available currently and <br />that the only alternative would be for the City to become directly involved in <br />provision of human services. <br /> <br />Ms. Schue moved, seconded by Mr. Obie, to adopt the Financial <br />Management policies. Roll call vote; motion carried unanimously. <br /> <br />VI. QUESTIONS FROM COUNCILORS REGARDING ACCOUNTS PAYABLE OVER $5,000 FOR <br />PERIOD OF FEBRUARY 1, 1983, THROUGH FEBRUARY 28, 1983 <br /> <br />Councilor Obie asked for information regarding payments to the Eugene Ballet, <br />James Spickerman, ECO Northwest, and the Lane Community College Classroom <br />Training Program/CETA. Councilor Wooten asked for information regarding <br />payments for reimbursement for construction of mall improvement and purchase of <br />a 1983 Chevrolet from Betz Chevrolet.
