<br />e <br /> <br />e <br /> <br />e <br /> <br />M I NUT E S <br /> <br />Eugene City Council <br />Council Chamber, City Hall <br /> <br />June 8, 1983 <br />11:45 a.m. <br /> <br />COUNCILORS PRESENT: John Ball, Dick Hansen, Freeman Holmer, Mark Lindberg, <br />Brian Obie, Emily Schue, Betty Smith, Cynthia Wooten. <br /> <br />Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br />to order by His Honor Mayor Gus Keller. <br /> <br />I. ITEMS FROM MAYOR & COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS <br /> <br />A. The Race <br /> <br />Councilor Holmer noted that The Race, held on June 5, had been a great success. <br />He noted, however, that he had been contacted by constituents who were concerned <br />that many downtown streets and the Ferry Street Bridge had been blocked by <br />runners at just the time when people were trying to get to church. He hoped <br />that planners of such events would be more sensitive to such concerns in the <br />future. <br /> <br />Several councilors and the mayor commented that they had participated in or <br />observed The Race and felt it was a good opportunity for the City and a good <br />experience for both participants and spectators. <br /> <br />B. Abandonment of Plans for Housing Project at 38th Avenue and Hilyard <br />Street <br /> <br />Councilor Schue noted that the Lane County Commissioners had earlier today voted <br />5:0 not to proceed with the proposed 38th Avenue and Hilyard Street housing <br />project. She said that the City and the Joint Housing Committee had worked for <br />some time in support of this project. Ms. Schue added that the Department of <br />Housing and Urban Development (HUD) had placed a stringent time line and some <br />restrictions on the program and noted that these might have been difficult to <br />work within. Ms. Schue regretted that the County showed little commitment to <br />the City's dispersal policy and that there had been little coordination between <br />the City and the Lane County Housing Authority. She said that the City owns the <br />subject parcel at 38th and Hilyard and noted that the parcel had been purchased <br />with Community Development Block Grant funds. She noted residents of the area <br />had suggested that the parcel be added to South Amazon park, but she emphasized <br />that since the purchase had been made with CDBG funds, the City would need to <br />purchase the property in order to add it to the park. <br /> <br />MINUTES--Eugene City Council <br /> <br />June 8, 1983 <br /> <br />Page 1 <br />
