Roll call vote; motion carried unanimously. <br /> Council Bill 2655 was read the second time by council bill number only. <br /> Ms. Schue moved, seconded by Mr. Obie, that the bill be approved <br /> and given final passage. Roll call vote. All councilors present <br /> voting aye, the bill was declared passed and numbered 19153. <br /> IV. CONTINUED DISCUSSION CONCERNING ROOSEVELT BOULEVARD ASSESSMENTS <br /> Mr. Whitlow noted that at its June 13, 1983, meeting the council had voted to <br /> submit an application for Community Development Block Grant (CDBG) Jobs Bill <br /> funds, seeking $600,000 for improvements to Roosevelt Boulevard; $75,000 for <br /> emergency shelter funds to be allocated through ,Joint Social Services; and <br /> $45,000 to cover administrative costs. He said the council had asked staff to <br /> return with more details on participation by the State of Oregon in assessment <br /> subsidies for Roosevelt Boulevard. Mr. Whitlow introduced Tim Sercombe, City <br /> Attorney's Office. Mr. Sercombe responded to questions raised by the council at <br /> e its June 13 meeting regarding the possibility of making differential assessments, <br /> providing subsidies only for low- to moderate-income property owners. <br /> Mr. Sercombe said that under Section 39 of the City Charter, all changes to the <br /> assessment process must be enacted six months before they are initiated. He <br /> said that since the council had already initiated the Roosevelt Boulevard <br /> project, there was no possibility of making differential assessments. <br /> Mr. Whitlow reported that since June 13 the staff of the Public Works Department <br /> had been negotiating with the State of Oregon and that staff believed there was <br /> a possibility that the State might participate in funding for the project, <br /> perhaps through partial funding of improvements to the intersection of Roosevelt <br /> with Highway 99. <br /> Mr. Whitlow said that if the council wished to consider reprogramming the use of <br /> the Jobs Bill funds staff was available to discuss this, but he noted that staff <br /> did not recommend reprogramming. <br /> Mr. Whitlow noted that the City has requested additional Federal Jobs Bill funds <br /> for a portion of the Roosevelt Boulevard project to the west of the section <br /> previously discussed. Ms. Wooten asked if the request was for Economic Develop- <br /> ment Administration funds.
