Urban Renewal Agency--Tax Allocation Budget <br /> Mr. Gleason introduced Warren Wong, who noted that the Urban Renewal Agency <br /> budget had already been approved by both the Downtown Commission and the Budget <br /> Committee. It was further noted that the council would, in considering this <br /> issue, be acting as the governing body of the Eugene Renewal Agency under <br /> ORS 457.045(3). <br /> Public hearing was opened. <br /> There being no public testimony, public hearing was closed. <br /> Mr. Keller noted that the council would take action on this issue the following <br /> Wednesday. <br /> C. Vagrancy Task Force Recommendations <br /> Mr. Gleason introduced Chris Hofmann, EDD. Ms. Hofmann observed that the <br /> council had discussed the Vagrancy Task Force's recommendations at its meeting <br /> the previous Wednesday, and that this evening's agenda called for a public <br /> hearing and council action. <br />e Public hearing was opened. <br /> Marie Fink, 1040 North Park Avenue, spoke as Director of Switchboard and a <br /> member of the Vagrancy Task Force. She stressed the importance of recommenda- <br /> tion 14, the support and funding of the county's efforts to coordinate crisis <br /> services. <br /> Richard Guske, 278 North Grand, said he was a task force member and wished to <br /> speak to recommendations 20 through 23, and urged the council to consider using <br /> Jobs Bill funds to help with capital costs for the Buckley House, since there <br /> was an urgent need for low-level intervention in alcohol-engendered transient <br /> probl ems. <br /> Bill Uhlhorn, 2625 Hilyard, a task force member, said that he was pleased with <br /> the report's balance between enforcement and service recommendations. He noted <br /> that the task force had heard testimony in three areas: the need for enforcement <br /> of appropriate behavior; the need for services in cases of human need; and the <br /> existence of a "gray area" where perceptions of problems were perhaps greater <br /> than the problems themselves. Referring to recommendations 3 through 6, he <br /> urged the council to fund a streetworker to mediate conflict, and suggested that <br /> such funding could be provided with Jobs Bill funds. <br />e MINUTES--Eugene City Council June 27, 1983 Page 5 <br />
