<br /> said the legislature enabled the increase of liquor license fees which would <br /> allow the City to realize some gains. <br /> e Councilor Holmer returned to the meeting at this time. <br /> Ms. Miller reviewed the bills discussed in her memorandum of September 28, 1983, <br /> to the City Manager, adding that although many bills had been passed in the area <br /> of labor and personnel, the Governor had vetoed the more costly bills in this <br /> area. She said that the legislature could be described as pro-Labor and <br /> that the status quo had been maintained. She said the one bill sponsored by <br /> Eugene, the International Symbol Pedestrian's Signal Bill, had been passed. She <br /> said that home rule had been preserved in the area of public contracting, <br /> stopping several bills that would have cost money. <br /> She said that the results were good and appreciation was due to the council's <br /> Legislative Subcommittee. She said that staff had spent many hours over their <br /> normal workload reviewing legislation and performing bill analyses. She <br /> explained that all the bills without an emergency clause would become effective <br /> October 15, 1983. She said that work would continue on the tax and refinancing <br /> issue. She recommended that the City continue to maintain and improve its <br /> relationship with the delegation. She added that work would begin to plan for <br /> the next regular legislative session, including a focus on the Southern Willamette <br /> Research Corridor. <br /> Councilor Smith commended Ms. Miller and the staff for their work. She said the <br /> comment on the relationship with the delegation was appropriate, adding that the <br /> delegates had apparently listened to all their comments except the one most <br /> important. <br /> e Councilor Holmer asked if the City had lobbied directly with the governor. <br /> Ms. Miller responded that Mayor Keller had been in regular contact with Governor <br /> Atiyeh by phone and by letter. <br /> Councilor Schue said that she and Ms. Miller had traveled to Salem on September 26, <br /> 1983, to meet with the Lane delegation. She said the delegation had unfortunately <br /> been in Eugene. <br /> X. PLANNING COMMISSION INTERVIEWS <br /> Per the results of the balloting, Councilor Schue announced that the council <br /> would be interviewing Robert Bennett, Donn Chase, and August Palmitessa for <br /> appointment to the Planning Commission. It was decided to conduct the interviews <br /> on October 12, 1983, at 11 a.m. in the McNutt Room. <br /> The meeting was adjourned at 1:25 p.m. <br /> Respectfully submitted, <br /> Mlcheal D.
