<br /> M I NUT E S <br /> e Eugene City Council <br /> City Council Chamber <br /> October 10, 1983 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Emily Schue, Brian Obie, John Ball, Mark Lindberg, Betty <br /> Smith, Richard Hansen <br /> COUNCILORS ABSENT: Cynthia Wooten, Freeman Holmer <br /> Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by His Honor Mayor Gus Keller. <br /> 1. PUBLIC HEARINGS <br /> A. Appeal of West University On-Street Parking Pricing Program (memo, <br /> background information distributed) <br /> Assistant City Manager David Whitlow introduced the agenda item. Assistant <br /> Parking Administrator Jarvia Shu presented the staff report, reviewing the items <br /> under appeal and the goals of the parking program. Ms. Shu outlined the proposed <br /> implementation of the program, referring to a map illustrating the parking areas <br /> e within the West University Neighborhood. She said the proposed program was a <br /> response to the T-2000, Metropolitan, Transportation Improvement, and West <br /> University Refinement plans, and Community Goals and Policies. She reviewed the <br /> specific goals and policies within each of these plans that identified the West <br /> University Neighborhood area as a critical residential area and those objectives <br /> on which the parking program was based. Ms. Shu then reviewed the process by <br /> which staff had developed the proposal before applying for Federal funding for <br /> the program. She said that the program was given coverage by various public and <br /> private media during the past 18 months. She said that during the past two <br /> weeks the West University Neighborhood and the University/Community liaison <br /> Committee had both voted to support the program with the assumption that staff <br /> would study the feasibility of including the area between Hilyard Street and the <br /> University in the project. She said concerns had also been raised over the <br /> rates and boundaries set for the program. She said the council had reviewed <br /> the basic program elements of the program in September 1982 and had approved the <br /> submission of the grant application to the Federal government. In March 1983, <br /> a public hearing was held at which the council approved the acceptance of Federal <br /> ass i stance to impl ement the parki'ng program. She said that some latitude <br /> existed within the Federal grant to modify the rates, boundaries, and program <br /> elements. She said staff was recommending that the program continue as planned <br /> and that program elements be adjusted during the demonstration monitoring period <br /> based on actual impact. <br /> e <br /> MINUTES--Eugene City Council October 10, 1983 Page 1 <br />
