Mr. Sercombe said the permit application was tied to the power to <br /> demolish, stating that if the corrections were not made by October 27, 1983, as <br /> set forth in the resolution, the City could perform the work and place a lien on <br /> the building. He said the City could demolish the building if the owner did not <br /> apply for a building permit, but staff would have to ask the council for a <br /> demolition authorization if the permit had been obtained. <br /> In response to a question, Mr. Reed said he did not know if the building would <br /> qualify as a potential rehabitation loan. He said he had informed the owner to <br /> investigate this option with the Eugene Development Department. Mr. Sercombe <br /> said he did not believe the property would fall within the HUD guidelines for <br /> properties needing rehabilitation. <br /> In response to a question, Mr. Sercombe said that there were not enough cases to <br /> set a specific time frame for returning action to the council if the owner did <br /> not correct the deficiencies. He said that the issue would probably be brought <br /> back to the council if no action had been taken by the owner by January I, 1984. <br /> e Mayor Keller commented that there appeared to be enough stopgaps in the process <br /> to allow the owner time to take appropriate action, although not as much time as <br /> the owner would have had when the process began in 1981.
