The motion carried 6:2; <br /> Councilors Schue, Obie, Hansen, Lindberg, Smith and Wooten voting <br /> qye; and Councilors Ball and Holmer voting nay. <br /> XI. EUGENE CULTURAL AND LEISURE PLAN (memo distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Mary Winston of the <br /> Parks & Recreation Department presented the staff report. She sai d the pl an <br /> was one result of the Six-Point Plan and that it would coincide with the Com- <br /> munity Goal s and Pol icies. She reviewed the Cultural and Leisure Plan Task Team <br /> memorandum of October 12, adding that she had met with various City commissions <br /> for response to the pl an. She said the CCED had suggested changing the name of <br /> the program to include the subtitle IIAn Opportunity for Economic Diversification.1I <br /> Councilors Smith and Obie left the meeting at this time. <br /> William Sloat of the Eugene Development Department reviewed the process of the <br /> pl an, outl ining the phases of the pl an and the goal s of the task team. He <br /> said the task team hoped to bring the draft back to the council sooner than the <br /> six to eight months as schedul ed. <br /> Councilor Obie returned to the meeting. Councilor Hansen left the meeting at <br /> thi s time. <br />e In response to a question by Councilor Schue, Ms. Winston said that only an <br /> outline of the plan had been developed at that point. She said that interested <br /> groups would be involved in the development of the draft. <br /> Councilor Wooten said that she had the same concern as Ms. Schue but that the <br /> information going out to the groups was limited so that the groups could assist <br /> in the pl an development. She said the council subcommittee was requesting the <br /> process return to the council at some later date. Ms. Winston said it was the <br /> intent of the task team to keep the council informed on the progress of the <br /> plan. <br /> Councilor Smith returned to the meeting at this time. <br /> Councilor Holmer expressed his concern that the Community Goals Conference would <br /> be held prior to the completion of the process as outlined. He questioned how <br /> the task team would preclude the conference from establishing goals in this <br /> area. Ms. Winston responded that the outlined materials would be used as part <br /> of the conference. She said many of the individuals involved in the process <br /> would be present at the conference to ensure that the two processes conincided <br /> and that the long-range goal was agreeabl e to all. Mayor Keller said the sub- <br /> committee had expressed the same concern and that some interface between the two <br /> groups would occur on a continuing basis, with information being provided to the <br /> council and to the Goals Committee. Mr. Holmer said he questioned how the <br /> council coul d approve a process wi thout fi rst studyi ng a draft outl ine that <br /> identified the subjects. He said he felt the council needed the outline to <br /> formulate a response.
