<br /> Councilor Wooten said she was unaware that so many business license requirements <br />e existed. She said an across-the-board business license program had been discussed <br /> at a recent Financial Planning Committee meeting. She asked if council had <br /> requested staff to study that proposal. Mayor Keller said Mr. Obie had volunteered <br /> to study the issue. Mr. Gleason said that most of the licenses in question had <br /> some regulatory effect and had been reviewed by the Coordinated Permit Counter <br /> Task Team. He said he had not interpreted the discussion as linking that <br /> request to these licenses involved in this revision. Councilor Obie said he <br /> would meet with the Finance staff who had made projections on past business <br /> licenses and would present that information and a proposal to the council. <br /> CB 2695--An ordinance concerning licensed businesses; amending <br /> Section 3.010 of the Eugene Code, 1971; and declaring an <br /> emergency. <br /> Ms. Schue moved, seconded by Mr. Obie, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the Council, and that enactment be considered at this <br /> time. Roll call vote; the motion carried unanimously, 8:0. <br /> Council Bill 2695 was read the second time by council bill number only. <br /> Ms. Schue moved, seconded by Mr. Obie, that the bill be approved <br /> and given final passage. Roll call vote; all councilors present <br /> voting aye, the bill was declared passed (and became Ordinance <br /> No. 19196). <br />e V. PARKS AND PUBLIC LAND POLICIES (memo, report distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Parks and Recreation <br /> Director Ernie Drapela presented the staff report, stating that the council had <br /> identified this item at the 1982-83 City Council Goals Session. He thanked the <br /> council for the opportunity to review the issue and said that the review had <br /> many positive benefits. Mr. Drapela said that the City had two to three dozen <br /> major use facilities managed by the Parks and Recreation Department and that <br /> inquiries were received by various levels within the department. He said the <br /> continuity of the programs and the inquiries, along with potential attrition <br /> rates in the department, required that the department reexamine and consolidate <br /> many of its policies within one document. He said the document had been reviewed <br /> by the Joint Parks Committee (JPC). <br /> Roger Rutan, Chair of the Joint Parks Committee, said the document had been <br /> submitted to the JPC on September 21 and the committee decided at its October 19 <br /> meeting that the document accurately reflected the policies in place and that <br /> the policies and rules were fair and practical. He said the thrust of the <br /> committee's review was to determine if the rules reflected the community.s <br /> interest that park lands and facilities were available to the community on a <br /> reasonable basis.
