<br /> Councilor Holmer said he shared the reservations already expressed but emphasized <br /> that the time to intercede in the project was at the submission of the grant <br />e application. He said he also anticipated the reaction mentioned previously. <br /> In response to a question, Mr. Gleason stated that the project was incremental <br /> and it would be less prudent in each successive phase to voice opposition. <br /> Mr. Teitzel said that the parking concerns could be addressed by having personal <br /> contact with the property owners where parking would be removed. He said that <br /> any conflicts could possibly be incorporated into the final design. He hoped <br /> that all concerns to have been addressed by the time of the bid. He said he did <br /> not anticipate any major conflict with the property owners because of the time <br /> already spent with those individuals. In response to a question, Mr. Teit7el <br /> said the property owners realized that improvements would occur that would <br /> eliminate parking space, but they had not been specifically told so. He said the <br /> property owners had been shown the improvement and that several had requested <br /> the improvements. He said that staff would notify those property owners of <br /> the proposed loss of parking spaces. Mayor Keller stated that an interim report <br /> on direct conversations with those property owners would be appropriate. <br /> Ms. Smith also requested such a report. In response to a question, Mr. Teitzel <br /> said that the curbs would be moved into the street at the choker sites to <br /> provide more spaces for tree growth and other landscaping. He said the trade- <br /> off was either providing room for the trees to grow or repairing the sidewalks <br /> every few years. <br /> Councilor Hansen said he had discussed with staff the opportunity of completing <br /> the project in stages and asked that bids be obtained based on this idea. <br /> Mr. Teitzel agreed that it could be done but emphasized that the project would <br />e be more costly if constructed in stages. He said staff recommended completing <br /> the project all at once. Mr. Gleason said that any problems with the project <br /> would be known within the next few weeks. He suggested that council allow staff <br /> to proceed with the next step and that any remedial action would be performed. <br /> Councilor Obie said he would like to see design alternatives that would retain <br /> the parking spaces, stressing that parking was already scarce in the area. He <br /> stressed that every option must be analyzed. <br /> Mr. Gleason emphasized that the process was becoming incrementally tighter as <br /> the project approached the bid stage. He said staff would attempt to give as <br /> much consideration to parking as possible and would develop alternatives if <br /> the parking problem was as bad as perceived. He said an internal review on the <br /> parking situation would be performed. <br /> Councilor Lindberg commented that the Traffic Engineering Division had advised <br /> against diagonal parking based on liability questions. He understood that <br /> modifications could be made to the mid-block chokers if the property owners were <br /> opposed to losing those parking spaces, but he stated that it would be impossible <br /> to abandon the end-of-block chokers which w-uld create the boundaries to the <br /> neighborhood. <br /> Councilor Wooten said she was impressed with the designs presented to the <br /> council.
