<br /> E. Human Rights Commissions Appointment Process <br />e Councilor Schue said she had discussed with staff possible changes to the <br /> appointment process for the Human Rights Commissions. She reviewed the present <br /> appointment process and said that staff suggested dividing up the commissions <br /> and having teams of two councilors each interview the applicants. She said <br /> the teams could interview all the applicants or just those recommended by the <br /> commissions. She said the process was tentative but would proceed unless <br /> opposed by the councilors. Ms. Smith said she felt it was appropriate that the <br /> interview process for the Human Rights Commissions remain the responsibility of <br /> the President and Vice-President of the council. Mr. Obie said he had observed <br /> the process for filling the vacancies on these commissions, performed both ways <br /> and that there was apparently no difference in the outcome. He said it might be <br /> appropriate and more fair to the commissions to divide the labor among the <br /> councilors. In response to a question, Ms. Schue clarified that these were <br /> council appointments and would not come to the Mayor for approval. She said <br /> there was some flexibility whether the councilors would work in teams or in <br /> coordination with the commissions. Ms. Wooten suggested that councilors work <br /> with the commissions themselves. Ms. Smith supported Ms. Wooten's suggestion. <br /> City Manager Micheal Gleason said staff felt, based on the Eugene Code and <br /> council tradition, that the council must be directly involved in the Human <br /> Rights Commissions appointment procedure if it felt that the commissions were <br /> necessary. He said that the council, at some point in the process, needed to <br /> perform a review of the applicants. Mayor Keller agreed with Ms. Schue that a <br /> review by several individuals was needed to ensure a cross-section of individuals <br /> on the commissions. He stated that an appointment system was also needed so <br />e that the council did not lose complete control of the commissions at some time <br /> in the future. He suggested that the issue be scheduled for discussion at a <br /> January meeting. Ms. Schue reviewed her suggestion for teams of councilors <br /> working directly with the commissions or having two sets of interviews. <br /> Mr. Gleason explained that a code issue was involved and that staff would <br /> present a code amendment at the next meeting of the council. <br /> F. Appointments to the Eugene Planning Commission <br /> Ms. Schue moved, seconded by Mr. Obie, to appoint Eleanor Mulder, <br /> 2775 Emerald Street, and Roger Rutan, 2423 Palomino Drive, to the <br /> Eugene Planning Commission. Terms to expire January 1, 1988. <br /> Roll call vote; the motion carried 7:0, Mr. Ball abstaining. <br /> G. Appointments to the Citizen Involvement Committee <br /> Ms. Schue commented that the interview process for those desiring reappointment <br /> to the Planning Commission had worked well and she suggested that the same <br /> process be followed for the three applicants requesting reappointment to the <br /> Citizen Involvement Committee. <br /> Ms. Schue moved, seconded by Mr. Obie, that Richard Guske, Carol <br /> Cogswell, and Katherine Murdoch be scheduled to attend the special <br /> meeting luncheon of the City Council for an interview session at <br /> that time. <br />e <br /> MINUTES--Eugene City Council December 14, 1983 Page 2 <br />
