Mr. Gleason stated <br />that the City could deal with any necessary accounting procedures; he said the <br />City Council must decide whether it wanted to proceed with the project. <br /> <br />Mr. Ball temporarily left the meeting at this time. <br /> <br />Councilor Obie said he understood Ms. Stewart to say that a public hearing <br />would be held to deal with any controversies created in the process and then <br />the recommendation would be presented to the council. Mr. Gleason stated that <br />this process would be independent of the plan. Ms. Stewart said the project <br />will require the approval of the City Council as the Urban Renewal Agency for <br />funding. She explained that the pUblic will have an opportunity to provide <br />input on the project as revised by the council on May 8. Mr. Obie encouraged <br />the DTC on the process, stating that the council should add some influence and <br />authority to the work of the DTC. He stressed that the public should be made <br />confident that action will occur. <br /> <br />In response to a question, Mr. Genasci said the DTC had not discussed the issue <br />of tree planting on 8th Avenue. In response to a question, Mr. Schwartz said <br />the DTC was unified in its recommendation to the City Council to proceed with <br />the project. He said the DTC will proceed with the design work if given that <br />direction. In response to a question, Ms. Stewart explained that all DTC <br />meetings constituted public hearings and that the public could respond to any <br />issues at the DTC meeting the following week. <br /> <br />In response to a question, Mr. Gleason stated that the developer was designing a <br />schematic as directed by the DTC. Once the schematics were drafted, the <br />subsequent steps would be further design refinements, bids, and then refining the <br />schematic based on the costs. Mayor Keller said that he would like to discuss <br />the plan with the developer, stating that such input was important. In response <br />to a question, Mr. Gleason said he had not seen the schematic and could not <br />provide any information on preliminary traffic patterns. Mr. Porter said that <br />it was important that the public understand that the two projects were not both <br />under the Urban Renewal Plan. Councilor Obie agreed that contact with the <br />retail center developer would be appropriate. Mr. McCoy said he had discussed <br />the project briefly with the developer. <br /> <br />Mr. Genasci also agreed with the suggestion that the developer should be contacted. <br />He clarified that the DTC proposal would not preclude any circulation in the <br />area. <br /> <br />Mr. Ball returned to the meeting at this time. <br /> <br />Mr. Filer clarified that it was always recognized that retail or professional <br />development would occur along Wil1amette Street.
