The findings will balance the issues. <br /> Councilor Schue was concerned about the Bloomberg Road area. She wondered <br /> how much property the Emporium owns and what its future plans are. Mr. <br /> Farah did not know about future plans, but he said the proposals did not <br /> involve an expansion of the exception area. The exception boundary will <br /> remain the same. The findings which the City Council will consider will set <br /> a direction for future development in the area. <br /> Councilor Wooten said written testimony would be accepted until October <br /> 18. The City Council will take final action on October 24. <br /> II. ORDINANCE CONCERNING SIDEWALK CONSTRUCTION ON SORREL WAY (memo, <br /> ordinance attached to agenda; minutes and findings distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Bert Teitzel, <br /> City Engineer, presented the staff report. The request for sidewalks on <br /> Sorrel Way from Roan Drive to Co burg Road was presented to the City by the <br /> neighborhood group in 1983. This area was given a high priority when the City <br /> Council adopted the sidewalks be constructed. The code requires initiation of <br /> sidewalk projects by ordinance. After City Council action, the City will ask <br /> property owners to construct sidewalks before a deadline. If the owners do <br /> not construct the sidewalks, the City will request bids, hold another public <br /> hearing, and construct the sidewalks, if approved. <br />e Mr. Holmer pointed out the ordinance indicated property owners had until <br /> July 15, 1984, to construct sidewalks. Mr. Teitzel said the matter had first <br /> been scheduled for City Council consideration in the summer. The code allowed <br /> 20 days for property owners to construct sidewalks, but he suggested the date <br /> be changed to April or May 1985. <br /> Answering questions from Mr. Hansen, Mr. Teitzel said Sorrel Way from Rustic <br /> Place to Road Street is not a high priority by the City and the school district <br /> had not commented on the project. The City had simply responded to a request <br /> from the neighborhood group. The area is in Mr. Hansen's ward. He was con- <br /> cerned about a process that could be initiated by a request and, apparently, <br /> not stopped. The residents had indicated they do not want the sidewalks. He <br /> thought the City's sidewalk program should be reconsidered. Many other areas <br /> without sidewalks should have a higher priority than the Sorrel Way neighbor- <br /> hood from a safety or a transportation standpoint. It is not the main <br /> thoroughfare to the schools. <br /> Responding to a question from Ms. Schue, Mr. Teitzel said the Sidewalk Plan <br /> indicates sidewalks are needed on Sorrel Way from Co burg Road to Rustic Place. <br /> Mr. Holmer said the City Council had not fully discussed the Sidewalk Plan <br /> since he had been a councilor.
