DETERMINE INTERVIEWEES FOR CITY COUNCIL VACANCY IN WARD 6 AND <br />e ESTABLISH INTERVIEW TIME (memo, applications distributed) <br /> City Manager Micheal Gleason introduced the agenda item. <br /> Councilor Schue stated that she was ready to formalize the interview <br /> process, stating that the deadline for applications had passed. She <br /> suggested that the council interview each of the four applicants for 30 <br /> minutes. Councilor Wooten concurred with her suggestion. Councilor Hansen <br /> questioned whether Jess Bosteter of 375 Adams Street was a resident of Ward <br /> 6. Ms. Wooten stated that 4th Avenue and Adams Street was in Ward 7. After <br /> some discussion, Mayor Keller directed staff to schedule the interviews for <br /> Decmeber 19 starting at 11 a.m. <br /> In response to a question by Councilor Schue, Mayor Keller stated that it <br /> would be appropriate to make the nomination on the interview date in order <br /> to clarify the council position and to allow staff to begin the orientation <br /> of the new councilor. Councilor Ehrman suggested that several of the <br /> councilors may wish to attend the neighborhood meeting to hear the candi- <br /> dates. She said she would prefer to vote on December 19. In response to a <br /> question by Councilor Hansen, City Attorney Tim Sercombe said he did not <br /> believe that attendance at the neighborhood meeting would present any <br /> conflict of interest for those councilors. Mayor Keller stated that the <br /> council will make an appointment to the vacant position on December 19. <br /> With regard to the neighborhood meeting, Mayor Keller said that each <br /> councilor knew the opportunity to attend was present. Councilor Schue <br />e explained that the Active Bethel Citizens were asking the candidates to make <br /> a presentation, after which the group would conduct a straw poll and forward <br /> the results to the City Council. <br /> V. EUGENE-SPRINGFIELD METROPOLITAN PARTNERSHIP (memo, background <br /> information distributed) <br /> City Manager Micheal Gleason introduced the agenda item. He noted that <br /> Business Assistance Manager Cathy Briner was present to answer any questions <br /> of the council. <br /> Councilor Obie commented that the item had been well covered at the meeting <br /> the previous evening when the City Council had suggested some improvements. <br /> He stated that he had directed the City Attorney.s Office to draft a motion <br /> which incorporated the concerns raised; however, he said the council should <br /> not hesitate to make additional changes. <br /> In response to a question by Councilor Ehrman, City Attorney Tim Sercombe <br /> explained that the prepared motion would provide the City Manager the <br /> authority to enter into a ORS 190 agreement and to take the necessary <br /> measures to implement the agreement. Ms. Ehrman said she wanted the council <br /> to discuss the merger, particularly any effect of the assets and liabilities <br /> of the merging corporation. Mr. Sercombe explained that the new partnership <br /> would assume any assets and liabilities of the merging corporation, but that <br />e a proviso was included prohibiting any public money to be used to payoff <br /> liabilities. <br /> Minutes--Eugene City Council December 12, 1984 Page 5 <br />
