Ms. Schue may wish to <br />serve on the Joint Parks committee and the CCED. <br /> <br />The appointments will be on the council's January 23 agenda. <br /> <br />II. DISCUSSION CONCERNING NATIONAL LEAGUE OF CITIES CONFERENCES <br /> <br />Ms. Schue, Ms. Ehrman, and Mr. Holmer attended the National League of Cities <br />meetings in Indianapolis in November. Ms. Ehrman discussed the sessions on <br />strategic planning, economic development, and incubators. Strategic planning <br />for a council means choosing two or three specific goals to accomplish in a <br />given time period. <br /> <br />Some cities seem to be especially powerful in the League because of their <br />participation in the League. <br /> <br />Mr. Holmer displayed the resolutions adopted by the League in Indianapolis <br />and discussed their development. He was on a steering committee which <br />developed resolutions concerning the Federal deficit and Federal tax <br />policies. He attended sessions on the transportation of hazardous materials, <br />terrorism and other crises in cities, state strategies for local economic <br />growth, and handicap regulations imposed on general revenue sharing. He <br />discussed Ms. Schue1s eloquent participation during consideration of a <br />resolution. <br /> <br />III. STRATEGIC PLANNING <br /> <br />Mr. Obie suggested the council use strategic planning during its work session <br />on process. Decision points are important. Mr. Hanson suggested the council <br />choose two or three goals for 1985. Ms. Wooten said timing for the two or <br />three most important goals should be discussed and the council should decide <br />about decision points and implementation. <br /> <br />Mayor Obie wondered how strategic planning for the key issues can be <br />implemented. Mr. Gleason suggested a work session on a key issue be <br />scheduled and a situation/target/proposal program be presented. Then the <br />staff could present a diagram of action to the council. However, when the <br />council focuses on specific projects, the staff focuses on those projects and <br />other things are eliminated. <br /> <br />Mr. Holmer cautioned that the council should not lose its policy setting <br />perspective. He hoped the staff would present the council with recommended <br />decision points. <br /> <br />Interjecting new projects and ideas can be done by councilors at the <br />quarterly process sessions or goal session. Councilors may discuss the <br />timing of projects when the Capital Improvement Program is considered. <br />Mr. Holmer relished the way the staff has built up the Capital Improvement <br />Program and budget. <br /> <br />MINUTES--Eugene City Council <br /> <br />January 14, 1985 <br /> <br />Page 3 <br />
