<br />e <br /> <br />e <br /> <br />e <br /> <br />February 8, 1985 <br /> <br />MEMORANDUM <br /> <br />TO: <br />FROM: <br /> <br />Mayor and City Council <br /> <br />Public Works and Planning Departments <br /> <br />SUBJECT: DESIGN REVIEW COMMMITTEE RECOMMENDATION ON THE ALIGNMENT <br />FOR THE 6TH/7TH WIDENING AND RECONSTRUCTION PROJECT, <br />WASHINGTON TO GARFIELD <br /> <br />At its meeting of Thursday, February 7th, the Design Reveiw Committee took <br />final action on a recommended alignment for the 6th/7th Widening and <br />Reconstruction Project between Washington and Garfield Streets. The Committee <br />recommended council adoption of an alignment for this section which retains 16 <br />of the 25 "historic" trees in this portion of the corridor. In arriving at <br />their recommendation, the committee considered the following factors: <br /> <br />1. Health, size, appearance and species of the trees; <br /> <br />2. <br /> <br />Visual relationship of tree groupings to one-another; <br /> <br />3. <br /> <br />Impacts on traffic flow and safety of shifting the alignment off. <br />centerline (weaving the roadway) to save trees; <br /> <br />4. Impacts on adjacent businesses and residences, and cost of right- <br />of-way acquisition resulting from weaving the roadway; <br /> <br />In reaching this recommendation, the Committee recognized that there will be <br />requirements for some additional right-of-way where the roadway is weaving to <br />save significant trees. In most locations where additional right-of-way is <br />required, the impacts on private property will be minor. However, in several <br />locations, impacts will be more significant. Staff will provide information on <br />the right-of-way impacts as part of Monday night's presentation. As part of <br />its recommendation, the Committee urges the City and State to work with <br />adjacent property owners and businesses to fully mitigate those impacts. <br /> <br />Because issues have been raised about the congestion at the 1-105 ramps, the <br />Committee reviewed alternatives for improving traffic flow and capacity in <br />that area. The State has agreed that improvements at the on-ramp at 7th and <br />Washington are needed and will be implemented during the coming year. Staff <br />will provide additional information on the nature of those improvements if <br />requested by the Council. <br /> <br />Recognizing that the Committee's work to date has dealt with the basic <br />alignment of the roadway and the impact on trees and adjacent property, the <br />Committee further recommends that it continue its work with staff through the <br />final design phase of the project. Following the March election, that work <br />would include determining areas where curb-side walks may be needed to <br />
