Roll call vote; all <br />councilors present voting aye, the bill was declared passed (and <br />became Ordinance No. 19311). <br /> <br />VI. RESOLUTION re: SERVICE REDUCTION (memo, resolution distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item. He said the <br />resolution reaffirmed a council recommendation that expenditures and revenues <br />be kept in balance by small adjustments in the budget. The City's financial <br />advisers recommended the policy be formally adopted by the council in a <br />resolution. <br /> <br />Mayor Obie said the resolution will be used in presentations to companies <br />which rate the City's bonds. The resolution concerns City policy which is <br />always controlled by the council. <br /> <br />Answering a question from Ms. Wooten, Mr. Gleason said the council could <br />change the policy any time. The council and Budget Committee make budget <br />decisions which will implement the resolution. The council and the Budget <br />Committee will not be bound by the resolution. <br /> <br />Answering a question from Ms. Bascom, Mr. Gleason said the resolution will not <br />cause any lay-offs. <br /> <br />Res. No. 390l--A resolution requesting the City Manager to <br />implement a gradual reduction in services during <br />the next three years. <br /> <br />Ms. Wooten moved, seconded by Mr. Hansen, to adopt the <br />resolution. Roll call vote; the motion carried unanimously, 8:0. <br /> <br />Mayor Obie recessed the Eugene City Council meeting and called to order a <br />meeting of the Eugene Urban Renewal Agency. <br /> <br />VII PRELIMINARY DEVELOPMENT AGREEMENT FOR THE DOWNTOWN RETAIL DEVELOPMENT <br />PROJEeT (memo, agreement distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item.
