<br />e <br /> <br />e <br /> <br />e <br /> <br />M E M 0 RAN DUM <br /> <br />February 6, 1985 <br /> <br />TO: City Council <br /> <br />FROM: Brian Obie, Mayor <br /> <br />SUBJECT: SWPIC/ELECTED OFFICIAL AGREEMENT <br /> <br />Attached is the final version of the Southern Willamette Private <br />Industry Council/Elected Official agreement. There have been <br />very few changes to the draft I provided you in January <br />mainly minor wording shifts suggested by the attorneys. <br /> <br />As you'll recall, this document is required by the federal law as <br />a condition for our community to receive job training funding. <br /> <br />Essentially, the agreement delegates to the Private Industry <br />Council responsibility for setting job training program policies <br />and priorities. The City's formal input into this process is <br />througb approval of the grant plan under our intergovernmental <br />agreement with Springfield and Lane County, and through represent- <br />ation on the SWPIC Board. <br /> <br />While SWPIC will have general responsibility for the job training <br />program, our'agreement is that they will contract with one of the <br />three governments for administrative support. Actual training <br />services will be provided under contract by existing agencies in <br />the sommunity such as the school districts and Lane Community <br />College. <br /> <br />This agreement has already been approved by the SWPIC Board, the <br />Lane County Board of Commissioners and the Springfield City <br />Council. I believe that it is yet another step forward in our <br />efforts to build better intergovernmental and public/private <br />partnerships. <br /> <br />The action that is needed is for the Council to approve the <br />agreement. Besides myself, Gary Pierpoint, SWPIC President, will <br />be available at the meeting to answer any questions. <br />
