<br />- <br /> <br />M E M 0 RAN DUM <br /> <br />~1arch6, 1985 <br /> <br />To: Eugene City Council, Springfield City Council, and Lane County Board of <br />Commissioners <br /> <br />From: Jim Johnson, Steve Burkett and ~1ike Gleason <br /> <br />Subject: Urban Service Transition Process <br /> <br />Based on Metropolitan Plan policy direction, the staffs of Eugene, Springfield, <br />Lane County and the Lane Council of Governments have been working over the past <br />four months to design a process for addressing urban service transition issues. <br />Elected officials and staffs recently traveled to Portland to meet with city and <br />county representatives to learn more about the urban transition process <br />currently underway in urban rlul tnomah County. This proposal contains: _ <br /> <br />1, A recommended process to resolve urban transition issues in the <br />Eugene-Springfield metropolitan region (see Attachment A) <br /> <br />2. A list of urban transition services (see Attachment B) <br /> <br />3.
