NOW THEREFORE, BASED ON THE ABOVE FINDINGS, BE IT RESOLVED by the Council of the City of Eugene, a municipal corporation of the State of Oregon, as follows: e Section 1. The City shall acknowledge its role as principal provider of urban services within the established jurisdictional area of the Metropolitan Area General Plan and plan for the eventual delivery of urban services according to a phased program of improvements meeting the service needs of individual areas. Section 2. Two members of the Ci ty Council sha 11 be appoi nted by the Council to participate on an Urban Service Policy Committee. Section 3. The work of this committee on an urban transition process shall commence by April 1985 and be completed no later than December 31, 1986. Section 4. The City shall commit the necessary staff and financial resources for the urban service transition process including intergovernmental coordination and staffing for the Urban Service Policy Committee. Section 5. The City shall coordinate provision of urban services closely with other jurisdictions to ensure continuing delivery of effective and efficient urban services. Section 6. The City shall deliver services by means of annexation and identify alternative annexation approaches that are demonstrated to be in the best long-term interests of both the City and future service areas. Section 7. The City shall initiate and maintain a public education program _ within the urban serviCes area to inform residents and property owners of the needs, benefits and costs of delivering City services within that area and to encourage annexation. .
