There is no money and no agency in the community to help people with this. There are no medical facilities for homeless people, nor are there any single-room occupancy dwellings or low-cost hotels in Eugene. With vacancy rates in the city going down, more and more landlords and realty companies are reintroducing exclusive measures such as not renting to fami- lies. Mr. Ulhorn said the homeless rate will continue to grow in Eugene, especially if the vacancy rate continues to sink. Side effects will be an increase in jail and other institutional populations. Answering questions, Mr. Ulhorn said the present pluralistic system of support for community help organizations needs to be changed. There is a lack of leadership; the City and County need to engage in more discussion between themselves and with field organizations. Mr. Hansen moved, seconded by Mr. Holmer, that the bill be read the second time by council bill number only, with unanimous consent of the council, and that enactment be considered at this time. Roll call vote; the motion passed unanimously, 7:0. Mr. Hansen moved, seconded by Mr. Holmer, that the bill be approved and given final passage.
