He said the Family Shelter House is continually full. <br />Utility shut-offs remain a severe problem. There is no money and no agency in <br />the community to help people with this. There are no medical facilities for <br />homeless people, nor are there any single-room occupancy dwellings or low-cost <br />hotels in Eugene. <br /> <br />With vacancy rates in the city going down, more and more landlords and realty <br />companies are reintroducing exclusive measures such as not renting to fami- <br />lies. Mr. Ulhorn said the homeless rate will continue to grow in Eugene, <br />especially if the vacancy rate continues to sink. Side effects will be an <br />increase in jail and other institutional populations. <br /> <br />Answering questions, Mr. Ulhorn said the present pluralistic system of support <br />for community help organizations needs to be changed. There is a lack of <br />leadership; the City and County need to engage in more discussion between <br />themselves and with field organizations. <br /> <br />The councilors commended Mr. Ulhorn for a thorough and informative <br />presenta ti on. <br /> <br />V. AUTHORIZATION FOR PURCHASE OF RIGHT-OF-WAY ON LONE OAK DRIVE (materials <br />di stributed) <br /> <br />Mr. Gleason introduced the item. Answering questions from Ms. Bascom, Bert <br />Teitzel of the Public Works Department explained that the property in question <br />is within the city limits of Eugene. <br /> <br />CB 2822--An ordinace authorizing the institution of proceedings <br />in eminent domain for the acquisition by condemnation <br />of property interests for the construction of a sani- <br />tary sewer and facilities related thereto from Division <br />Avenue pump station easterly on Lone Oak Drive 700 feet <br />and south 300 feet; and declaring an emergency. <br /> <br />Mr. Hansen moved, seconded by Mr. Holmer, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at this <br />time. Roll call vote; the motion passed unanimously, 7:0. <br /> <br />Mr. Hansen moved, seconded by Mr. Holmer, that the bill be <br />approved and given final passage. Roll call vote; all coun- <br />cilors present voting aye, the bill was declared passed (and <br />became Ordinance No. 19324). <br /> <br />Ms. Wooten adjourned the regular meeting of the City Council to the McNutt <br />Room for a work session.
