Mr. Wooten said she sensed a cautious consen- <br />sus in favor of the ordinance. She supported the proposed review clause. <br /> <br />VII. CULTURE/LEISURE PLAN (memo, background information distributed) <br /> <br />Mary Winston reviewed highlights of the Culture/Leisure Plan. The plan is <br />divided into three major areas: coordination, resource development, and <br />community image and marketing. Coordination policy proposes using a publicI <br />private partnership to realize goals, and using existing organizations when- <br />ever possible. Resource development emphasizes the need for community support <br />of culture and leisure activities. Ms. Winston said the planning team'recog- <br />nizes the need to focus on a coordinated marketing program that would foster <br />Eugene1s image as a center of culture and leisure. <br /> <br />Ms. Winston said the planning team felt strongly that the Culture/Leisure Plan <br />should involve more than the sponsorship of the City organization alone. <br />Therefore, it suggests the combined efforts of the public and private sector. <br />The City is being asked to help organize the Culture/Leisure Team. The team's <br />purpose is to enhance communication among culture and leisure organizations, <br />thereby fostering coordination of culture and leisure activities. <br /> <br />Ms. Winston named the formation of a centralized'Community Events Council as <br />one of the team's potential activities. Another potential Culture/Leisure <br />Team project cited was further development of the Willamette River north bank, <br />in coordination with the proposed Riverfront Research Park on the opposite <br />~ bank. <br /> <br />The Planning Commission has proposed a combination of public and private <br />agencies as well as three at-large members of the community to represent <br />community interests. Dorothy Anderson of the Planning Commission added that <br />the City would be one of several equal partners. It would not be the sole <br />carrier of the project. <br /> <br />Teresa Bishow of the Planning Department spoke on the Culture/Leisure Plan's <br />relation to other policy documents. She said the plan recommends that related <br />culture and leisure policies from the Community Goals and Policies document be <br />included within its text. This would give interested parties a clear idea of <br />the City's position. The plan calls for the City to be an assistant to, but <br />not responsible for, the many private agencies in the community. When the <br />team is formed, one of its first tasks will be to develop an annual work <br />program. It has been suggested that the City Council review this annual <br />program and provide feedback. The budget process would single out those <br />projects worthiest of support. <br /> <br />Ms. Wooten advised taking action on the proposed plan after the public hearing <br />scheduled for May 13. Ms. Bascom expressed enthusiastic support for the <br />plan's projects list. Mr. Holmer said he would prefer to see a financial <br />impact statement before adopting it as policy.
