Ms. Wooten said she had researched the subject and that she supported <br />the position of the Lane County Planning Commission and the ODFW. She felt it <br />would undermine the Council.s integrity with the various heronry owners to <br />treat the two areas differently. She recommended overturning the MPC decision. <br /> <br />The councilors were divided over whether the proposed land swap between Lane <br />County and the Wildish Company would be fair to the County. Mr. Farah stres- <br />sed that the council IS decision on Pudding Creek should be based on consensus; <br />disagreement might put the council on unsteady footing with LCDC regarding the <br />continuance position. <br /> <br />Mr. Holmer stated that he could support the double policy recommended by MPC <br />for the two properties if the end effect was the maintenance of both heron- <br />ries. Ms. Bascom asked to hear from the council's MPC representatives. <br />Mr. Hansen said the resul ts of protection were more important than the zoning <br />label applied to the heronry. He thought the proposal in its current form <br />should be approved. <br /> <br />Ms. Wooten asked if documented information on the Ross Island heronry experi- <br />ment had been presented to the MPC and the planning commissions. Mr. Gordon <br />said such testimony had been contradictory, with some saying the sand and gra- <br />vel extraction had been compatible with the heron rookery, and others main- <br />taining the opposite. Answering another question, Mr. Gordon did not know if <br />a complete sand and gravel inventory was available for lane County. He indi- <br />cated that an l-COG survey estimated supplies at a level of at least one- <br />fo urth above the demand. <br /> <br />Regarding land near the airport originally designated for airport use, <br />Mr. Hansen said the County Commissioners might vote to change the "agricul- <br />tural" designation which had been later appl ied to the parcel. The council <br />favors the retention of the "agri cul tural" desi gnation as a way of protecting <br />land around the airport from commercial/residential development.
