- e V. Arrangement of Council Chamber and McNutt Room Ms. Bascom initiated a discussion of the seating of councilors in the Council Chamber and the McNutt Room. She finds it easier to discuss issues when councilors are seated facing each other. Ms. Wooten suggested the staff study the redesign of the Council Chamber and the McNutt Room and report to the council. W. OWOSSO BIKE BRIDGE Ms. Bascom said she will ask the staff to review the bike path connection to the Owosso Bridge and present possible solutions to the council. X. WELCOME SIGN ON HIGHWAY Mr. Hansen said he would like a new welcome sign on Highway 99 North. Other councilors agreed with him. Y. Metropolitan Policy Committee Ms. Schue said Lane County Commissioner John Ball is the swing vote on the Metro Plan Goal 5 compliance issue concerning the Pudding Creek Heronry. He is trying to negotiate a compromise. Z. LANE COUNCIL OF GOVERNMENTS--BOARD OF DIRECTORS e Ms. Schue discussed the Oregon Association of Regional Councils of which she is president. She also said the Lane Council of Governments (L-COG) is doing a good job of running programs. It supplies staff support for several agencies. e e AA. METROPOLITAN WASTEWATER MANAGEMENT COMMISSION Ms. Schue said the Metropolitan Wastewater Management Commission (MWMC) is in transition. She discussed its operation. She said the main issue is whether Lane County should be involved and whether the existing method of operating is the most efficient. Ms. Bascom noted that the MWMC was formed to construct the treatment facil- ity and the construction is not complete. Mr. Gleason responded that there will always be some construction because the facility is so large. Because Eugene and Springfield are responsible for the facility, he suggested they discuss its operation. Mayor Obie said he will discuss the issue with Lane County Commissioner Peter DeFazio.
