In the center, we <br />have experienced both problems, and continue to experience restarts because <br />of the fluctuations in the commercial utility power. <br /> <br />This item was not included in the original project because of our belief at <br />that time that the existing emergency generator would be sufficient. Since <br />the center began operating and we became aware of the situation, we have <br />worked diligently to design the UPS, prepare bid specifications, and conduct <br />the bidding process (the bid opening was conducted on May 23). <br /> <br />This item is being brought directly to the City Council because of staff's <br />desire to move as quickly as possible on the installation.
