<br />e <br /> <br />Answering a question from Ms. Ehrman, Vic Mann of the Police Department said <br />the City now checks the criminal record of applicants for a photographer's <br />license. Ms. Ehrman said that check does not address Mr. Ellis' concern. She <br />thought used clothing should be treated differently than other used merchan- <br />dise. <br /> <br />Mr. Hansen suggested the staff reconsider the definition of used merchan- <br />dise. He does not think it is appropriate to require an armed guard to show <br />certification to anyone who requests it. <br /> <br />Ms. Bascom was not sure that private detectives should be included in the <br />license for private security agencies. <br /> <br />Mr. Miller hoped the testimony of Mr. Jones about fines for false alarms would <br />be answered. Mr. Miller noted that several people had left the hearing <br />because they were told the council would defer action. <br /> <br />Mayor Obie said there seemed to be a consensus among the councilors that <br />action should be postponed. Therefore, final council action on the business <br />license revisions will be scheduled for June 26, 1985. <br /> <br />Ms. Wooten suggested that people should not be unduly penalized if applica- <br />tions for licenses are late because of the changed regulations. <br /> <br />Mayor Obie recessed the meeting briefly at 9:15 p.m. and reconvened it about <br />five minutes later. <br /> <br />e <br /> <br />B. Miscellaneous Land Division and Zoning Ordinance Revisions (CA 85-1) <br />(memo, background information distributed) <br /> <br />City Manager Micheal Gleason introduced the item. Gary Chenkin of the Plan- <br />ning Department gave the staff report. He said the proposed changes in the <br />land division and zoning ordinance are part of the comprehensive zoning <br />ordinance revisions. He said annexation and zone change procedures were <br />amended several months ago, but the separation into two separate processes <br />created problems because annexation and zone change requests are usually very <br />closely related. The former procedure of considering them together was more <br />successful and is recommended in the proposed changes. The proposed changes <br />include a recommendation that the council conduct a hearing on an annexation/ <br />rezoning appeal within 40 days of Planning Commission action and take action <br />within 15 days of the hearing. <br /> <br />Discussing the elimination of required amortization of non-conforming uses in <br />residential districts, Mr. Chenkin said most uses become conforming.
