DISCUSSION CONCERNING LCDC COMPLIANCE REQUIREMENTS--GOAL 5 (PUDDING <br /> CREEK) <br /> City Manager Micheal Gleason introduced the agenda item. Planning Directo~ <br /> Susan Brody gave the staff report. <br />e Ms. Brody noted that the council had a public hearing with the Lane County <br /> Board of Commissioners and representatives of the Springfield City Council <br /> about Goal 5 issues in certain areas between the urban growth boundary and the <br /> Metro Plan boundary. The Metro Plan did not receive acknowledgement from the <br /> Land Conservation and Development Commission (LCDC) for those areas. <br /> Ms. Brody said the Pudding Creek Heronry was the only area on which the <br /> elected officials disagreed. She distributed copies of a proposed Lane County <br /> ordinance to the councilors. She said the Lane County Commissioners decided <br /> to approve an operations management plan for the Pudding Creek Heronry, but <br /> they made three changes in the operations management plan recommended by the <br /> Metropolitan Area Plan Advisory Commission (MAPAC). The changes are: <br /> 1) Sand and gravel operations are prohibited in the buffer area until <br /> 1990. <br /> 2) The three-year assessment period will start again if the herons <br /> return during the initial three-year assessment period. <br /> 3) A master plan for the Howard Buford Recreation Area shall be <br /> completed within three years. <br />e <br /> MINUTES--Eugene City Council June 19, 1985 Page 5 <br />
