Scott Lieuallen, Executive Vice President of the Convention and Visitors
Bureau, discussed LEAP. He favored its re-creation. He said Mr. Holmerls
e concerns are valid. Mr. Lieuallen agreed that the public interest should be
protected. He did not think the organization should be advisory to the
council. There was much energy in LEAP because members had a vested, finan-
cial interest, he said. Members could discuss the long-range goal of commu-
nity livability and economic development.
Ms. Winston said the City staff will monitor implementation of the plan in an
annual report to the council. The council would control City contributions to
the implementation in the budget process.
Mayor Obie suggested the appointment of a council subcommittee to formulate a
recommendation concerning the role of the City in the implementation of the
Culture/Leisure Plan. No councilors opposed the suggestion. He appointed
Ms. Bascom, Ms. Wooten, and Mr. Holmer to the subcommittee and said it will be
helpful if they can report to the council when it is scheduled to consider the
Culture/Leisure Plan again on July 8, 1985.
The meeting was adjourned at 8:20 p.m.
~
;~,
e (Recorded by Betty Lou Rarick)
1770C
e
MINUTES--Eugene City Council June 24, 1985 Page 8
