<br /> Scott Lieuallen, Executive Vice President of the Convention and Visitors <br /> Bureau, discussed LEAP. He favored its re-creation. He said Mr. Holmerls <br />e concerns are valid. Mr. Lieuallen agreed that the public interest should be <br /> protected. He did not think the organization should be advisory to the <br /> council. There was much energy in LEAP because members had a vested, finan- <br /> cial interest, he said. Members could discuss the long-range goal of commu- <br /> nity livability and economic development. <br /> Ms. Winston said the City staff will monitor implementation of the plan in an <br /> annual report to the council. The council would control City contributions to <br /> the implementation in the budget process. <br /> Mayor Obie suggested the appointment of a council subcommittee to formulate a <br /> recommendation concerning the role of the City in the implementation of the <br /> Culture/Leisure Plan. No councilors opposed the suggestion.
