<br /> M I NUT E S <br /> e Eugene City Council <br /> City Council Chamber <br /> J u 1 y 8, 1 985 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Cynthia Wooten, Richard Hansen, Emily Schue, Freeman <br /> Holmer, Ruth Bascom, Debra Ehrman, Jeff Miller. <br /> COUNCILORS ABSENT: Roger Rutan. <br /> - The regular meeting of the City Council of the City of Eugene, Oregon, was <br /> called to order by His Honor Mayor Brian B. Obie. <br /> r. PUBLIC FORUM e <br /> Mayor Obie said the public forum is an opportunity for citizens to bring <br /> things that are not on a regu1 ar agenda to the attention of the council. <br /> Councilors will take issues presented in the public forum under advisement. <br /> They will not react immediately to the issues. <br /> e A. College of Natural Sciences <br /> James Peterson, 35 OWasso, said he had submitted a memo to the council which <br /> suggested the creation of a College of Natural Sciences. He said the college <br /> could develop experts in water recycling and predator control of the gypsy <br /> moth. He said stinger wasps cou1 d control gypsy moths. He was concerned <br /> about repairing the world environment. <br /> B. Business License Revisions Concerning Taxicab Drivers <br /> John Burkel, 637 West 7th, said he had been told it will take up to 30 days <br /> for the City to certify taxicab drivers. He said that is too long and the new <br /> regulations are not workable. One company owner needs three drivers now. <br /> Mr. Burkel has telephoned the City staff often and learned that the <br /> regulations have changed three times in the last two weeks. He wo u1 d have <br /> liked to have input before the regulations were finalized. <br /> Mr. Burkel is not satisfied with the process for revising the business license <br /> regul ations. Three of the taxicab companies have hired legal counsel to <br /> review the process and the time period for certifying taxi drivers. Each day <br /> the owners receive different information about the fees, Mr. Burkel said. He <br /> cannot get copies of the final regulations. <br /> Mayor Obie said the City staff will communicate with Mr. Burkel. <br /> e <br /> MINUTES--Eugene City Council July 8, 1985 Page 1 <br />
