She discussed the chart which indicated the council will adopt the <br /> Riverfront Park Study and initiate a Metro Plan amendment, approve the tax <br /> increment district and the Joint Venture agreement, enter into a three-party <br /> agreement with the University of Oregon and the master developer, create the <br /> Riverfront Park Special Development District, and approve a Disposition and <br /> Development Agreement with the University and the master developer. In addi- <br /> tion, the Planning Commission would hear appeals to the Hearings Official's <br /> decision under the conditional use permit process for the Riverfront Park <br /> Special District. <br /> Ms. Decker suggested the council conceptually approve the Riverfront Park <br /> Study with the modifications recommended by the Planning Commission and the <br /> council discussions on July 8 and 17 and initiate a Metro Plan amendment based <br /> on Attachment A. Ms. Decker said Attachment A includes a description of the <br /> University/Research designation, a list of the properties to which the Univer- <br /> sity/Research designation will be applied, and findings which indicate the <br /> consistency of the Riverfront Park Study and the Metro Plan amendment to the <br />e Sta tewi de Goa 1 s. <br /> Councilor Wooten did not think the second sentence in the third modification <br /> was necessary. It indicated that no more than 50 percent of the walls will be <br /> 1 oca ted a t the mi nimum setback. Ms. Decker responded that the sentence will <br /> provide a guideline to the Hearings Official, the Planning Commission, and the <br /> developer during review of the master site plan. Ms. Wooten favored including <br /> the statement in the discussion of the intent of the Special Development Dis- <br /> trict and indicating a hope that the setback will be varied as much as possi- <br /> bl e. <br /> Answering a question from Mr. Holmer, Bob Hibschman of the Eugene Development <br /> Department said the City Council, as the Urban Renewal Agency, will partici- <br /> pate in the conclusion of the Disposition and Development Agreement with the <br /> University and the master developer. <br /> Responding to a question from Ms. Bascom, Ms. Decker said the development <br /> standards for the Riverfront Park Special Development District in Appendix B <br /> include a height limitation of 60 feet. The council will approve the stan- <br /> dards for the Riverfront Special District after the Planning Commission has <br /> considered them.
