<br /> , <br /> . . - <br /> e <br /> M E M 0 RAN DUM <br /> August 2, 1985 <br /> TO: Mayor and City Council <br /> FROM: Eugene Development Department <br /> SUBJECT: RIVERFRONT RESEARCH PARK MASTER DEVELOPER SELECTION <br /> The selection of a Master Developer will allow the Council as the Eugene <br /> Renewal Agency (ERA) to act in partnership with Riverfront Research Park, <br /> Inc. (RRP) representing the University of Oregon, to negotiate the terms of <br /> an Exclusive Negotiating Agreement for development of Riverfront Research <br /> Park. <br /> e <br /> Following interviews with representatives of the Carley Capital Group and <br /> extensive professional, technical, and financial background research of the <br /> group RRP unanimously selected David Carley as the Master Developer. Inter- <br /> views and reference checks by both the Development Department and University <br /> staff focused on the Developer1s skill in assembling projects similar to <br /> the Riverfront Park, financial strength, quality of staffing and relationships <br /> with the community, including willingness to receive public input. Contacts <br /> were made with cities, universities and financial institutions. Represen- <br /> tatives in Evanston, Illinois; Madison, Wisconsin; Charlotte, North Carolina; <br /> and Milwaukie, Wisconsin, where the Carley Capital Group has completed or is <br /> working on projects, provided information on specific development projects. <br /> Representatives associated with Carley projects at the the Univerity of <br /> Maryland, Yale, and the Univerity of Wisconsin were also interviewed. <br /> In summary, the Carley Capital Group received consistently positive reviews <br /> from those they have worked with. They were repeatedly described as an ex- <br /> ceptional and skilled developer, who met timelines and financial commitments. <br /> They are nationally acclaimed for their public process skills and sensitivity <br /> to community politics. Contacts with Chemical Bank confirm Carley.s financial <br /> capacity and ability to make substantial and long-term financial commitments. <br /> Bank officers gave assurance that financial statements submitted for analysis <br /> accurately reflected the company.s assets. <br /> - <br />
