<br /> v. CITIZEN PARTICIPATION REVIEW TEAM FINAL REPORT (memo, entire report <br /> - distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Ci ti zen Pa rti ci- <br /> pation Review Team Chairperson Carol Cogswell presented the report, stating <br /> that the Review Team had been created in September 1984 to review the <br /> City's public information services and to study citizen participation in <br /> City services. Ms. Cogswell said the team heard presentations from each <br /> City department and received reports from other City projects such as the <br /> Hult Center, Business Assistance Team, and the Human Rights Program. The <br /> Review Team, as part of its process, reviewed the 1983 Neighborhood Survey <br /> and the accompanying document of citizen comments. She complimented the <br /> involved City staff for their work on the review process. Referring to the <br /> June 27, 1985, Final Report, Ms. Cogswell highlighted the major recommenda- <br /> tions developed by the team, which stressed the need for the City to place <br /> more effort in communicating information to the public and in supporting <br /> the neighborhood groups. <br /> Mayor Obie thanked those involved for their efforts in the review process. <br /> Councilor Holmer stressed that the Review Team had reconvnended that the <br /> Citizen Involvement Committee have a broader range of responsibilities. He <br /> said he hoped this would be implemented. Counci lor Ehrma n sta ted tha t the <br /> Town Hall meetings be instituted as part of the report, suggesting that <br /> such meetings be held every three or four months. Councilor Wooten also <br /> thanked the Review Team for its work, stating that most of the issues dis- <br /> cussed had been resolved in a positive manner. <br /> e Ms. Wooten moved, seconded by Mr. Hansen, to accept the Citi- <br /> zen Participation Review Team Final Report and forward <br /> it-.for comment -and review to the Perfanning- Arts <br /> Commission, the Eugene Planning Commission, the Citizen <br /> Involvement Committee, the Neighborhood Leaders, and other <br /> interested parties.
